HR Operations
- Serve as the manager for the HR Shared Services function, overseeing and leading the HRSS (excluding recruitment) team in Malaysia, China, HK and Singapore.
- Provide guidance and to assists HR Business Partners, employees and managers in resolving HR data, system, process or policy related issues.
- Responsible for the operational effectiveness of the business wide HR Shared Services team.
- Manages department’s business process risks relating to Payroll and HR Services.
- Review and improve all HR processes to ensure compliance with related regulatory requirements, acting as the key spokesperson on all HR related compliance matters.
- Maintains the HR Operations Manual to ensure that it’s updated at all times.
- Co-ordinate and resolve (escalate as necessary) all issues relating to Audit, Finance, and Compliance with respect to HR Operations.
- Maintains HR Service Level Agreements (SLAs) with various external vendors and internal RBC functions.
Vendor Management
- Access current and/or bring in quality and cost-effective outsourcing / off-shoring vendors/service providers.
- Work with Procurement to develop SLAs that addresses Operational Risks and Audit requirements.
- Manages vendor performance and seek resolutions to issues raised.
- Streamline processes with vendor as required, based on feedback, turnaround time and touch-point experience.
Leave System and Administration
- Administer leave per Bank policy and external regulatory requirement.
- Manage and own leave management system and processes and system maintenance/upgrade as and when required.
- Administer the employee benefit plans that are designed by the COE-Comp and Ben team
Payroll and Tax Payments
- Drive compliance, standardization and efficiency of payroll processes within region, aligned to global processes, technology and governance for RBC employees in the Malaysia, China, Hong Kong and Singapore.
- Serve as payroll lead SME on future business initiatives (acquisitions / divestitures) into RBC Workday. Working with Project and Functional team to oversee final design of processes, design and execute testing scenarios, development of documentation and controls framework.
- Deliver accurate and timely end-to-end payroll services ensuring compliance to internal and external regulatory requirements, including processing, taxation, payments, adjustments, remittances, cost allocations, audits, verifications, GL reconciliation & reporting, etc.
- Ensure the employee income tax assessments for employee tax filing are prepared in a timely and accurate manner.
- Use deep subject matter expertise to provide leadership and oversight of payroll service delivery, including tracking of global performance metrics and adherence to service level agreements, providing input to Global Lead when necessary

Must-have
- Several years of HR related experience, knowledge of HR processes and procedures, professional/financial firm experience
- Experience in HR Operations / HR Shared Services Management
- Proven track record of strong people management
- High levels of knowledge of relevant legislative requirements in Malaysia, China, Hong Kong and Singapore
- Strong technical ability with HRIS systems and excellent working knowledge of Microsoft Tools
Nice-to-have
- Advanced Degree in Human Resource Management, Finance or Accounting
- Professional payroll designation/qualifications
- Professional HR qualifications Banking / Financial Services experience highly desirable
