This is an exciting time to join the Executive Office of Energy and Environmental Affairs (EOEEA) Human Resources Shared Service Team as we work to strengthen the Human Resources function throughout the Secretariat and its agencies.EOEEA is a mission-driven state environmental organization that is experiencing strong, sustained growth, placing increased demand on its Human Resources services.The Director of Human Resources Operations reports to the Deputy HR Officer of HR Operations and Payroll.The Director of HR Operations plays a critical role in the HR Department of Energy and Environmental Affairs (EEA) by overseeing the EEA HR Operations Team, which serves as a central point of contact for employees and managers seeking HR-related assistance and services. The Director leads a team of HR professionals to provide high-quality support, guidance, and solutions in alignment with the agency’s HR policies and objectives.

The Director works with the HR Team to ensure that agencies within the EOEEA receive accurate and timely data and analysis on staff demographics, applicant, and recruitment trends, hiring and attrition statistics, performance management, and succession planning, including working with the Deputy HR Officer on the design of a case management system.

HR Operations Leadership:

  • Provide strategic leadership and direction to the EEA HR Operations team , ensuring efficient and compliant processes.
  • Develop and implement policies, procedures, and programs to promote positive employee interactions and transactions.
  • Collaborate and maintain excellent communication with internal (EOEEA HR Leadership and Competency Center teams, external stakeholders (e.g., HRD, GIC Commission, Retirement Board, Benefits Coordination, legal, agency finance staff etc.) to streamline workflows and ensure efficient HR Processes.
  • Collaborate with the Director of Payroll & other Shared Services staff to improve overall efficiency of internal HR processes and compliance .
  • Monitor and analyze HR metrics and trends to make data-driven recommendations for process improvements and resource optimization .
  • Ensure compliance with relevant laws and regulations in HR Operations
  • Provide training and collateral, workshops, and seminars on HR processes and transactions to EEA employees and supervisors.
  • Prepare reports and maintain records related to HR Operations activities to inform decision-making.
  • Provide direct management and oversight in an effort to streamline and improve certain HR functions and processes, including the pre-hire to hire employee experience employee orientation, onboarding/offboarding processes, benefits and leave administration, and other related employee lifecycle experiences.
  • Designing, recommending, implementing, and monitoring changes and updates to HR policies, systems, processes, and procedures
  • Manage relationships with third-party service providers, as necessary, to support EEA HR Operations.
  • Lead change initiatives within the HR Service Center and support agency-wide change management efforts.
  • Continuously assess and enhance HR Operations processes, policies, and procedures to adapt to evolving needs and best practices.
  • Advocate on behalf of the EEA HR Operations team to the Deputy HR Officer of Operations.
  • Foster a culture of continuous improvement, employee development, and excellent customer service.

Service Delivery:

  • Ensure the EEA HR Operations team provides timely and accurate information, guidance, and support to employees and managers on HR policies, procedures, and programs.
  • In collaboration with senior leadership and the Deputy HR Officer provide guidance and direction on various HR matters and assist to ensure HR tasks are tracked and completed.
  • Working to manage and improve HR Operations workflows that support the team and the broader organization.
  • Conduct ongoing assessments of all human resources policies, programs, and practices in collaboration with internal departments and keep current on significant changes in employment law to ensure compliance with applicable state and federal laws and administrative regulations.
  • Ensuring the integrity of HR data.
  • Monitor service quality and implement improvements to enhance customer satisfaction.
  • Review and streamline EEA HR Operations processes to improve efficiency and effectiveness in delivery of HR services.
  • Recommend and implement technology solutions to enhance service delivery and reporting capabilities.
  • Serve as a point of escalation to resolve and mitigate challenging, voluminous, or high- profile HR Operations transactions, cases, and requests.
  • Bachelor’s degree in Human Resources, Business Administration, or a related field (Master’s degree preferred).
  • Minimum of 5 years of experience in HR, with 3 years in a leadership or managerial role.
  • Extensive knowledge of HR laws, regulations, and best practices.
  • Strong interpersonal, communication, and conflict resolution skills.
  • Excellent problem-solving and decision-making abilities.
  • Demonstrated ability to lead and motivate a team.
  • Exceptional organizational and project management skills.
  • Proven track record of driving process improvements and enhancing customer satisfaction.
  • Government or public sector experience is a plus.
  • Experience with HRCMS is preferred. Proficiency in HRIS (Human Resources Information System) and related HR technologies.
  • Ability to gather the correct data to make data-driven HR decisions. Ability to create positive working relationships with team members at all levels.
  • Excellent interpersonal and communication skills, with the ability to communicate complex information clearly and concisely.
  • Detail-oriented and organized, with the ability to manage multiple tasks and deadlines.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
