This is a senior level position reporting to the Chief Digital and Operating Officer. This position is responsible for providing all departments and crown corporations of the provincial government with consistent innovative digital services to enable business transformation within the Government of PEI resulting in effective digital services to businesses and citizens of PEI.
- Works with the Chief Digital and Operating Officer, other Directors and Departmental Senior Directors and Executive Council to create a digital vision for the enterprise, and to identify the opportunities for differentiating digital capabilities and solutions;
- Leads the process to identify and evaluate internal digital asset capabilities and strengths;
- Assesses external digital opportunities and threats as key inputs to making the best decisions on business strategy, given digital realities;
- Oversees and implements on the vision for the Web Digital Office;
- Develops a Digital Assurance Program with a Program Manager to ensure an auditable process for onboarding services that are created with a privacy by design and security lens to minimize the opportunities for security breaches while enabling convenient to use services including health, financial and regulatory information;
- Communicates vision and values of the organization, emphasizing excellence at all levels engaging all staff in the division;
- Sets and communicates roles and expectations of team members to meet the goals of ITSS and Government;
- Prepares capital budget submissions for projects which support the strategic plans;
- Provides guidance and advice in the development of ITSS’s Strategic Plan;
Minimum Qualifications:
- A bachelor’s degree in business administration, Information Technology or related field, and/or a Master’s degree in business administration, Information Technology would be preferred;
- Demonstrated equivalencies will be considered;
- Additional education in marketing as well as information and technology disciplines will be considered an asset;
- Extensive experience within business administration, ideally in business management, IT management or marketing;
- Extensive experience in leading cross-functional teams and enterprise-wide programs, operating and influencing effectively across the organization and within complex contexts;
- Extensive experience in information-intensive industries or digitally advanced enterprises is preferred;
- Experience in innovating business models and developing new channels, business models or business transformation;
- Strategy and management consulting experience is an asset;
- Applicants must have a good previous work and attendance record. The successful applicant must provide a satisfactory Criminal Records Check prior to beginning employment.
Other Qualifications:
- Deep understanding of the evolving digital world on both the demand side (how people/companies are using technology) and the supply side (emerging technologies);
- Extensive knowledge of digital marketing, analytics, supply chain management and CRM;
- Strong business acumen, including domain-specific knowledge of the company and its business units;
- Excellent analytical, strategic conceptual thinking and consulting skills;
- Strong influence and negotiation skills;
- Ability to effectively drive people, process and technology change in a dynamic and complex operating environment;
- Excellent oral and written communication skills, including the ability to explain digital concepts and technologies to business leaders, as well as business concepts to technologists.
