Under administrative direction and reporting to the Director of Capital Budget & Public Works Procurement, to plan, organize and supervise the operations and staff of the Facilities Development & Operations department including accounting, budgeting, financing, fees and rates, and position control; to manage and perform responsible professional accounting tasks including maintenance of the general ledger, preparation of financial reports and records, reconciliation of a variety of accounts, cash flow analysis and budget projections; to advise and inform key stakeholders on budgets and purchases; and to perform related duties as assigned.
This position will work for the Department of Facilities Development and Operations. In order to perform the duties identified above, the position will need to understand the business, challenges, and opportunities of facilities development and operations.
Financial Management (60%)
- Assist and support in the management of FDO’s operating budgets
- Routinely review of FDO’s operating budget, spending, commitments, and positions/FTE
- Supervise, evaluate, and develop procedures, internal controls, and efficiencies for purchasing, PCard use, accounting, data processing, financial reporting, and internal and external charging.
- Advise FDO leadership on operational budget decisions
- Manage and approve operating budget-related transactions
- Train and review with FDO leadership and shop supervisors on budgets
- Review IT systems impacting budgets, invoicing, and procurement
- Process mapping for operating budget-related transactions
- Manage and coordinate FDO operating budget fiscal close
- Oversees FDO goods and services procurement and procurement process
- Complete annual fees & rates adjustments
- Monitor revenues and expenditures and implement measures to reduce spending as needed.
Supervision (15%)
- Currently supervise and work closely with one Budget Analyst 3 & assist with the supervision of FDO procurement specialists.
- Recommend personnel actions, including disciplinary action and dismissal when necessary.
- Evaluate and analyze the work efforts, problems, and issues related to all areas of FDO Business Services; develop and implement processes for solutions.
- Direct department staff in planning, developing, and implementing effective programs, business practices, and support services in assigned areas of responsibility.
- Complete staff performance evaluations
- Ensure that communication & efficiency is met between you and your staff and your staff and FDO.
Analytics (15%)
- Develop budget forecasting, goals, and projections
- Prepare annual reports for presentations and tools for leadership and shop supervisors
- Monitor trends in spending and advise leadership on inefficiencies
Other Duties as Assigned (10%)
- Bachelor’s degree in business, finance, or related field or equivalent work experience
- Five years’ experience managing budgets, accounting, budget forecasting, and analytics in a large organization or institution
- Ability to communicate clearly, concisely, and effectively
- Experience of using IT systems and how best to use IT for invoicing and budgeting
- Understanding of procurement law and practices
- Comprehensive understanding of capitalizing assets
- Demonstrate strong leadership and an ability to effectively supervise staff
- Demonstrated record of or commitment to supporting an organizational culture that emphasizes accessibility, diversity, equity, and inclusion.
- Strong analytical skills and critical thinking skills, with the ability to be flexible and objective
- Certified Public Accountant
- Experience with AiM and Banner, or related systems like workday
- Master’s degree in Business Administration
- Experience in facilities management and operations
- Experience with chargeback operations in a large institutional environment
- Experience supervising represented employees
- Knowledge of business and organizational change management processes
