We’re looking for someone to own the Project Management function. We want this role to reinforce best practices around IT service management services and the PMO to enable more effective, informed, and data-driven decision-making, delivery efficiency and effectiveness across the organization, while achieving customer & partner satisfaction.

Reporting to the Global VP of IT, it’ll be responsible for managing the Project Management Office and will have strategic and operational responsibilities for a broad project services portfolio (60%), coach and develop 15-20 Project Managers (20%) and own process definition for the IT function based on ITIL best practices (20%).

PMO Setup, Execution and Oversight (55%)

  • Establish a project governance framework and a structured approach to governing IT projects. Ensure stakeholders have well-defined roles, responsibilities, and decision-making capacities in support of the following:
    • Projects are planned accordingly including scope, goals/objectives, resource requirements, timelines, milestones, risks, and budgets
    • Projects are prioritized and aligned with short- and long-term goals of the business
    • The right people have access to the right information to make the decisions
    • Projects stay within the planned time and budget
    • Enterprise resources are allocated and utilized in an efficient manner
    • Mechanisms for dealing with conflicting priorities and constraints are clearly defined and consistently applied
    • Risks are assessed and mitigation across all projects
    • Lessons learned are documented and incorporated as part of continuous improvement
  • Centralize information to enable timely reporting to stakeholders including:
    • Overall progress and health of projects
    • Status of milestones and deliverables across the portfolio
    • Financial information about budget, forecast, actuals, variances, commentary, etc.
    • Project risks and mitigation
    • Operational efficiency and project performance
    • Effective management and utilization of enterprise resources
  • Prioritize Projects per Strategic Business Objectives
    • Ensure that the programs and portfolios are aligned with operational and strategic objectives
    • Establish project request, selection, and prioritization process
    • Projects are selected and prioritized as per these business goals
    • Enterprise resources are allocated and utilized as per business goals
    • Design and track program and portfolio performance KPIs
  • Resource Planning
    • Eliminate silos of spreadsheets with a single resource plan
    • Create visibility of resource capacity, competency, and availability for all stakeholders
    • Establish a real-time resource scheduling to accommodate plan alignment and changes
    • Track all types of work, i.e., project work, non-project work, vacation, etc.
    • Establish multi-dimensional viewing and overcome challenges of matrix structure
    • Forecast people on the bench and project vacancies to minimize resource wastage
    • Identify resource conflicts and facilitate resolution.

People Leadership (20%)

  • Coach and develop members of the project management team.
  • Help to identify gaps across project teams, make recommendations on project teams, and help recruit and onboard new members of the project management team.
  • Build and maintain high-performing teams who are dedicated and experienced in their craft, and bring out their best through servant leadership.
  • Capably delivers results through others. Establish clear direction. Challenge and support others to create results but also develop new capabilities.
  • Own the performance development process for the team and assess promotion readiness to help each contributor evolve in their career.
  • Ensure retention and staffing targets are being met.
  • Create a transparent, collaborative and productive work environment.
  • Establish a culture of delivering impact through ongoing learning, cross-functional collaboration, project management best practices, and industry-leading consulting skills.
  • Identify current gaps within the team/department structure and work with Leadership on resourcing plans.

Process Definition and Ownership (25%)

  • Build and refine scalable processes, models and frameworks to drive efficiency, effectiveness, and collaboration.
  • Head-up the development of standardized project management tools and methodologies (inc. project lifecycle management and agile methodology).
  • Establish reporting and communication processes that allow for sufficient and appropriate engagement with the project team.
  • Responsible for the ITIL processes and governance across IT, to enable us to deliver a top-tier shared services organization.
  • Develop our vendor management, financial management and service management processes.

Knowledge/Skills/Competencies Required:

  • Degree in Computer Science or Business Management – MBA an asset
  • Effective leader of ideas and people with a deep understanding of business capabilities and processes
  • Strong understanding of leading technology trends with the ability to leverage for competitive advantage
  • Broad cross-industry experience and domain expertise – industrial manufacturing sector, intercompany, third-party distribution and branch retail operations experience an asset
  • Collaborative team player who can effectively facilitate senior level meetings and positively influence outcomes
  • Solid understanding of enterprise applications including ERP, Supply Chain, Manufacturing, Distribution & Retail, Warehouse Management, CRM, Enterprise Content Management, Financial/Corporate Performance Management, BI & Analytics, EDI and E-commerce
  • Ability to lead and deliver complex projects with successful outcomes
  • PMP certification
  • > 10 years’ experience leading Project Management Offices and Governance models, including the set up of new PMO organizations.
  • > 10 years’ experience in full people management responsibilities including hiring, performance and compensation management, learning and development
  • Excellent communication and presentations skills. Excellent problem solving skills
  • Travel estimated at 10%
