We are looking for an experienced service transformation professional to join the Matrix Service implementation team to lead development and execution of the Capability Strategy and Service Transition Framework, enabling the best shared service in government, for government. This is an exciting opportunity to work across nine departments with a wide range of stakeholders, consultants and technical specialists to implement user centred back-office services for HR, Finance, Payroll & Procurement.
- Lead the Capability and Transition Office comprised of both consultants and civil servants who will work in partnership with our service provider and departments to develop and execute the Matrix Capability Strategy and the Matrix Service Transition Framework.
- Establish a vision and delivery objectives for the Capability and Transition Office in partnership with our service provider to deliver the outcomes articulated in the Matrix Business Case and Service Transformation Strategy.
- Establish clear ways of working to enable efficient collaboration, promoting a team culture that values diversity, excellence and partnership with our delivery partners and service provider. This includes gathering industry expertise to inform decision making, distil into concise plans and develop scope of works for relevant suppliers to deliver agreed outcomes.
- Lead development of the Matrix Capability Strategy which will articulate how the programme will build the competencies, culture and capability required to deliver a transformed service across departments, the new Intelligent Client Function and our Service Provider aligned to the Service Transformation objectives.
- Lead development of the Transition Framework which will ensure there is an industry standard methodology and process that will enable the safe transition of services from departments’ current providers to the Matrix Service Provider.
- Lead the transition office which will coordinate and assure the detailed plans for each onboarding including but not limited to Service adoption strategy, Transition planning and support (incl. capacity management), Change Management, Service assets management (incl. training material), Service validation and testing, Change evaluation, Knowledge management, Documentation & Reporting (incl. transition related KPIs), and Post-Implementation reviews.
- Understand the bigger picture and collaborate with other workstream leads to advocate for the team, ensure plans lock into the wider team and Integrated programme plan, and dependencies, risks, issues and assumptions are identified, understood and escalated where necessary.
Required:
- It is essential that the successful candidate has experience of working within complex and large-scale transformation programmes.
- The ability to distil complex information or multiple ideas/methodologies into one clear direction for the team
- Experience partnering with and managing external suppliers and consultants to deliver outcomes
- Proven experience in influencing, changing and impacting critical decisions with both internal and external stakeholders.
- Experience in engaging, motivating, and mentoring colleagues, acting as a role model to inspire and empower others.
- Shared Service, HR or Finance Service experience desirable
Desirable Qualifications:
Project or Programme Management qualification e.g. APMQ Practitioner, Prince2 Practitioner, MoR Practitioner, MSP Practitioner
