The Center for Securing the Homeland (CSH) includes both the Homeland Security Systems Engineering and Development Institute (HSSEDI) and National Cybersecurity FFRDC (NCF). The CSH Program Management Officer provides critical support to the Vice President & Director as well as the operational divisions of CSH in the areas of contracts, clearances, contractual deliverables, creation of impact stories, project deliverables, Facility management (NCF), communications & outreach functions, management/upgrades to CSH classified infrastructure and more as MITRE looks to expand our knowledge management capabilities.
CSH is looking for a PMO Director to drive positive impact for our Sponsors and work closely with the Vice President in partnership with the center divisions to ensure high quality, timely, and innovative products and solutions are created in support of the center’s mission.
- Partner with MITRE’s Vice President and Directors to develop the center’s annual strategic plan and measures.
- Build a strong relationship with the Homeland Security Systems Engineering and Development Institute (HSSEDI) and National Cybersecurity FFRDC (NCF) government PMO and seniors across the two FFRDCs.
- Form a strong team and allocate resources to satisfy the contractual obligations in the operations of both FFRDCs.
- Build & maintain a cross functional team of highly qualified staff to execute the mission of the CSH PMO.
- Oversee facility management and outreach group to enhance existing models by adopting a shared service approach throughout the center.
- Build strong, positive working relationships, working collaboratively with Center for Securing the Homeland (CSH) senior leaders, operations & administrative staff, and other Program Management Officers PMOs across the MITRE enterprise.
- As the leader of the Center Strategy, you are responsible for initiating, gathering inputs, developing, executing, and reporting outcomes in collaboration with Center Officers.
- Coordinate Leadership within the Center to centralize efforts and execute simultaneously to provide the greatest outcomes.
- Manage CSH communications and outreach with a focus on high quality, impactful, and thoughtful outputs that convey important perspectives at the appropriate level for intended audiences.
- Oversee important CSH functions such as the management of clearance requests, delivery and storage of deliverables, IT Enclave, and the maintenance/licensing of critical environments and software.
- Support critical contractual efforts such as TEP & Statement of work (SOW) processing, comprehensive reviews, annual reports, and relevant evidence-based information as needed.
- Manage the FFRDC’s comp review processes to include sponsoring agreement updates and IDIQ level contract modifications.
- Develop and implement improvements to the CSH PMO process and outputs that drive efficiency, demand quality, and enhance delivery.
- Work with CSH Project Leaders to ensure they are trained in CSH process and support the administrative functions of managing projects.
- Own the annual HSSEDI Summit responsibilities.
- Accountable for Growing Our Organization through brand and reputation, knowledge sharing, and strategic growth.
- Accountable for managing and leading business operations and people, including operational processes, project and/or organizational budgets, and the mission results of the people.
- Additional duties and special projects as assigned to enhance the impact of CSH.
Minimum Qualifications:
- Bachelor’s degree in engineering discipline with a minimum of 12 years of experience (or equivalent combination of related education and work experience).
- A minimum of seven years of people management experience across multiple disciplines.
- Accomplished liaison with expertise in collaborating with subject matter experts (SMEs) from diverse backgrounds, demonstrating a strong track record of successful partnerships.
- Comprehensive understanding of the clearance process lifecycle.
- Requires a strong technical background to ensure high quality outcomes with a focus on developing close working relationships with sponsors and/or external and internal stakeholders.
- Must possess and apply engineering background to successfully execute center initiatives.
- Experience managing finance functions such as invoicing, purchase card expenses, and accounts receivable documentation.
- Proven track record of managing and maintaining large volumes of deliverables.
- Demonstrated experience running teams with diverse skill sets to deliver across a broad range of projects.
- Demonstrated ability to develop and oversee the development of strategy and communications materials that can be understood by internal and external stakeholders at various career levels.
Preferred Qualifications:
- Knowledge and understanding of CSH sponsor priorities.
- Experience managing SCIF/laboratory environments to include hardware, software, and overall property management.
- Prior facilities management is highly regarded.
- Demonstrated experience working across corporate business units such as security, finance, IT services and contracts to solve organizational challenges.
