The position reports directly to the Head SCM Global Shared Services (GSS) and is the main point-of-contact for all issues regarding NTC demand, consolidation, performance management and key interface for sourcing execution, strategic procurement planning & implementation, and process & performance monitoring. Responsible in managing people and team in a multinational environment that includes cross functional collaboration and act as Business Partner in relationship/stakeholder management across the NTCs.
Sourcing Execution
- Lead and mentor SCM Strategic Execution Team across 9 NTCs to manage day-to-day procurement operation to ensure service delivery in accordance with agreed SLA.
- Lead the sourcing execution team to execute the end-to-end procurement processes, including sourcing, price analysis, negotiation, contract management and supplier performance evaluation (overall annual spend ~RM300mill)
- Collaborate with Strategic Sourcing team to develop and implement Sourcing strategy, supplier & price strategy and Negotiation strategy based on market intelligence, supplier landscape and demand management with the aim to deliver business objectives and reduce total cost of ownership without compromising quality and service delivery.
- Proactively identify and mitigate supply and procurement related risks to ensure supply chain resiliency. Risks includes supply chain disruptions, supplier non-compliance and legal and regulatory issues.
- Co-Develop and implement risk management strategies and contingency plans to mitigate or minimize supply risk.
- Monitor local category market conditions, risk, supplier innovation, technology roadmaps and identify supply/demand challenges and opportunities.
- Maintain knowledge of industry and business best practices and emerging technologies
Strategic Procurement Planning
- Key contributor to the development of the Annual Consolidated Demand Plan and ensure all NTC sourcing requirements are reflected in the Annual sourcing plan.
- Work alongside with Strategic Sourcing team to co-develops NTC category profiling supporting category and sourcing strategy initiatives (i.e., demand management, market intelligence, spend analysis, specification consolidation, supplier, price and negotiation strategy) to identify potential levers to lower total cost.
- Provide input into the overall category segmentation and identification of key supplier relationships with respect to supplier choice, timing, and commercial conditions.
- Implement and deploy global category strategy and sourcing plan at local and NTC level.
Supplier Performance Management
- Lead the team to establish and maintain strong relationships with suppliers, negotiating favourable terms and conditions, implement and manage supplier contracts as well as monitoring supplier performance and service level agreement. Tasks may include identification and onboarding of new suppliers when necessary.
- Build excellent supplier relationships whereby procurement is seen as key decision maker.
- Drive supplier performance improvement with cross coordination with SPM team
- Ensure that supplier contractual responsibilities are fully adhered to and address non-compliances, performance issues, and challenges where necessary.
Process and Performance Monitoring
- Generate ideas and drive specific procurement initiatives to standardize and simplify processes.
- Actively seek opportunities to optimize processes and procedures for continuous improvement and efficiency including the usage of procurement tools and systems.
- Enforce data cleanliness exercise which includes correcting errors and inconsistencies and finding solutions or mechanisms to ensure clean data is maintained.
- Lead and execute key performance indicators (KPIs) among sourcing team to measure the effectiveness of SCM function.
Business Partner and Stakeholder Management
- Deep understanding of country needs and in line with category strategies.
- Establish regular communication, alignment and coordination with peer leaders and higher management within the represented entities across all categories (Direct, Indirect and IT)
- Discuss and address source and supply issues, current and future requirements to identify opportunities to create competitive advantage.
- Regular coordination with the relevant departments (Strategic Sourcing and Sourcing Execution – Strategic teams) and the regional/local contact partners to meet business targets.
- Establish relationships and become a trusted advisor with stakeholders to ensure alignment with business objectives and requirements.
Compliance
- Strict implementation and enforcement to Procurement Policy & Procedures, Limits of Authority (LOA), Group Regulatory and Compliance Requirement and GDS Policy to drive compliance, efficiency, standardization, and cost savings within SCM function.
- Support in Audit activity to determine appropriate compliance level and monitoring end-to-end compliance and deriving corrective actions to improve compliance.
- Bachelor’s degree or equivalent with at least 10 years’ experience in Local and Group Level Procurement Functions
- Deep understanding of end-to-end Procurement process including Source to Contract, Procure to Pay and Spend Analytics
- Experience in leading the development and successful execution of a category level sourcing plans including the management of multiple supplier contracts and relationships.
