The Head of Governance and Control, TBSM, Liquidity Risk and ALM is an experienced governance, risk and control professional who proactively leads a diverse portfolio of risk-related programs for the Treasury & Balance Sheet Management (TBSM) group to effectively manage and mitigate operational/regulatory risk and drive a strong governance and internal control environment supporting Asset Liability Management (ALM), Liquidity Risk Management, Comprehensive Capital Analysis and Review/Dodd Frank Act Stress Tests (CCAR/DFAST), Recovery & Resolution Planning (RRP), and Treasury Operations.

  • Provides people management leadership by hiring the best talent, setting goals, developing staff, managing employee performance and compensation decisions, promoting teamwork and handling any/all disciplinary actions, as required
  • Leads large and complex initiatives to identify and assess risks and control, develop strategies to remediate gaps identified, and implement processes to effectively manage and mitigate risk
  • Drives a strong governance and internal control environment and perform effective challenge by executing on enterprise control and governance frameworks, including (but not limited to) pRCSA standards, regulatory compliance policies and standards, model risk management, and end user computing standards
  • Proactively identifies opportunities to strengthen and improve processes and controls, and ensure lines of business operate within the Bank’s risk appetite
  • Promotes awareness, understanding and ownership of operational/regulatory risk, key risk drivers and mitigation strategies within the Consumer, Commercial, Shared Services/KYC Operations teams
  • Creates QC Testing within the first line AML requirements
  • Effectively manages issue remediation as well as ongoing exams and exams in the pipeline
  • Stays abreast of AML issues, effectively manage issues (including MRAs and High Risk issues as appropriate) with the first line through remediation
  • Effectively manages AML-specific exams and assist in the coordination of requests from regulators and auditors
  • Provides oversight, review and challenge of procedures built out in the first line against policy requirements from the second line
  • Maintains comprehensive understanding of KYC required MIS data for reporting and analysis
  • Identify, size, and implement operational and continuous improvements to business processes to maximize efficiencies and scale/grow capabilities and teams to meet business needs
  • Provides leadership team with information, reporting and support to ensure operational risks are appropriately managed and adherence to internal policies and procedures is effective
  • Stays abreast of existing and emerging regulatory requirements, operational processes, inherent risks, and ORM policies & practices to provide tailored advice and counsel to lines of business
  • Ensures an integrated and aggregated view of all related activities across the Shared Services business, providing escalations, recommendations, and decision support to leadership
  • As a trusted advisor to internal business partners, recognize and anticipate emerging trends, identify issues/opportunities, and recommend actions to senior management
  • 4 Year Degree or equivalent experience
  • Advanced Degree preferred
  • Extensive experience (15 + years) in financial service risk management, with demonstrated proficiency in Treasury functions for Financial Institutions including but not limited to Asset Liability Management (ALM), Liquidity Risk, CCAR/DFAST, Resolution & Recovery, etc.
  • Strong experience in complying with US regulatory requirements and expectations related to corporate strategy and policy, risk measurement and reporting (e.g., non-trading market risk, interest risk management, liquidity stress testing, Liquidity Coverage Ratio, Net Stable Funding Ratio, 2052a, capital adequacy, front office investments)
  • Strong working knowledge of financial products across retail and wholesale banking, including capital markets and derivatives
  • Proven ability leading large teams through programs across the organization and making assessments and decisions with sometimes vague, incomplete, or partial context/parameters
  • Strong written and verbal communication skills, including writing concise business messages, documents, creating impactful presentations, and presenting analysis to management and senior executives
