The Chief Technology Officer is a member of the Executive Leadership team accountable for providing the right technology vision, strategy, and roadmap to enable PERA’s operations and modernization efforts. This position is responsible for all functions and activities including the strategic direction, leadership, and oversight of all information technology and application software, data integrity and availability, networking, telecommunications, and infrastructure. Additionally, this position acts in an advisory capacity providing consultation and advice to leadership on how information technology can be used to best fulfill PERA’s mission and strategic plan.

  • Responsible for the information technology and software strategy ensuring alignment with organizational strategy in the delivery of technology capabilities required to achieve business success.
  • Acts as a visionary and change agent for Information Technology (IT) and Application Development to deliver shared services to the organization.
  • Serves as a leader in the pension system modernization project including but not limited to: understanding and preparing the organizations strategy, infrastructure, technology, and products; analyzing and forecasting the resources and needs; developing and adhering to project plans; determining performance metrics and outcomes; and ensuring overall success.
  • Responsible for maintaining and managing the technology staffing plan and operating model, bringing current state knowledge and future vision of leveraging information and technology in business model design, and business process management.
  • In partnership with other members of senior leadership, develops mid- and long-range project plans that provide technology automation services, enhancements, maintenance, and operations of PERAs pension, investments and administrative applications.
  • Provides management oversight and sponsorship for IT and Application Development projects and initiatives.
  • Reports and presents on information technology project plans and progress, service levels, utilization of personnel and equipment, system incidents and change activities, and financial performance to various business stakeholders including to the Board of Trustees.
  • Oversees the administration of IT applications and infrastructure systems in production, test, and operations environments.
  • Manages analysis, modeling, administration, and requests for information on various hardware platforms, using a variety of software.
  • Ensures that all appropriate project management methods and requirements are utilized within PERA from project request, inception, team and role selection and resourcing, chartering, execution, and reporting, while providing management sponsorship and oversight as appropriate.
  • Provides strategic and operational development of metrics and key performance indicators (KPIs), that continually assesses the business value and technical condition of PERAs IT and application portfolio.
  • Develops, implements, and operates high quality information technology functions on various computer platforms to assure optimum utilization of division resources; is responsible for brokerage, development, and maintenance of large, complex, custom designed, as well as cloud-based information systems, support of vendor software and technology services, technology feasibility studies, planning, and technical services for office automation; and manages and controls PERAs system application and development plans, methodologies, standards, and procedures.
  • Utilizes information security best practices and controls to ensure that confidential data, including, but not limited to, member and employer data is well secured, as well as the principle of least privilege to ensure that access to all PERA systems and data is secure.
  • Analyzes and interprets legislative policy and benefit plan system design issues; develops administrative rules, standards, and procedures to further enhance the effectiveness of technology, data, and automation standard.
  • Responsible for PERAs division user technologies and overseeing the integration of purchased and custom software programs developed by in-house staff or by vendors.
  • Oversees production and data control services, as well as database administration and data administration in a complex, relational database environment.
  • Oversees identity and access management environment, maintaining secure access principles and management of all audit requirements related to secure access to systems.
  • Responsible for developing and managing the technology budget, providing for efficient and cost-effective utilization of technologies and services for various computer platforms including cloud, client/server, mainframe, and desktop systems.
  • Develops all data processing strategies, plans, policies, and procedures and integrates the plans with PERAs business and technology strategic plans and biennial business objectives.
  • Aligns project requests to strategic roadmap, including acquiring new tools/software and ensuring long-range planning for equipment replacement.
  • Performs IT governance, forecasts effort level, budget, and duration to inform prioritization planning, and collaborates with others to discuss project requests/needs.
  • Keeps leadership abreast of and, as appropriate, adopts technologies consistent with state-wide initiatives and enterprise standards.
  • Develops and maintain an IT workforce with the appropriate mix of business knowledge, technical skills and competencies that balance the needs between growing the agility required to achieve Agency business objectives and ensuring the core IT functions are reliable, stable, and efficient.

  • A combination of training, education and experience that would provide the required skills, knowledge, and abilities is qualifying. A typical way to obtain the required qualifications may be 9+ years of experience in information technology systems and project management, 4 years leadership experience, and a Bachelors Degree in a relevant field
  • Broad-based technical knowledge of information security, firewalls, networking, telecommunications, database systems, enterprise application architectures, computer operations, computer hardware, operating systems, programming, web servers, data center design, cabling, anti-virus practices, and account administration
  • Demonstrated experience in planning, development and implementation of large-scale enterprise applications
  • Demonstrated knowledge of project management from inception through resource allocation and completion
  • Demonstrated ability to transfer user needs and requirements into appropriate working business solutions
  • Knowledge of and skill in strategic, business, information technology, and budgetary planning techniques for resource utilization, including feasibility and cost benefit analysis.
  • Excellent oral and written communication skills, and other interpersonal communication skills and techniques to negotiate, prepare and present complex information technology plans and proposals in plain language.
  • Exceptional leadership skills with the ability to develop and communicate a vision that inspires and motivates technical staff towards action and valuable outcomes and aligns to the business strategy
  • Effective influencing and negotiation skills in an environment where resources may not be in direct control of this role
  • Excellent analytical, strategic conceptual thinking, systems thinking, strategic planning and execution skills
  • Leadership, human relations, and other administrative and supervisory skills to develop excellent business partnerships, and coordinate and manage information technology hardware, software, and personnel
  • Ability and skill to develop and execute a strategic people plan that ensures that the right people are in the right roles at the right time and that employees are engaged and satisfied
  • Thorough knowledge of current and emerging technologies and how other enterprises are employing them to drive digital business and how they may be applied to the enterprise to the organization
  • Ability to drive organizational change and build capabilities that effectively balance the needs between continuously exploiting capabilities to optimize operational efficiency and delivering innovative and agile IT solutions to enable the business to explore business opportunities.
  • Demonstrated ability to work collaboratively to achieve results
  • Knowledge of the principles of modern management and leadership techniques and their applicability to information technology specialties such as computer science, project management, and data processing operations on a variety of technology platforms.
  • Knowledge of system IT methodology procedures, tools, and standards, including documentation requirements and system testing techniques.
  • Knowledge of system hardware and software requirements used in a variety of modern business applications, including data record keeping and retrieval, office automation, interfaces with STAR ERP and administrative systems, statistical analyses, and program results.
  • Knowledge of the principals of application development methods such as Agile and DevOps, and technologies such as COBOL, Java, DB2, and SQL.
  • Knowledge of contingency planning, including disaster recovery practices and procedures. Information security practices and procedures including software utilized for security in a wide variety of applications on different hardware and cloud-based platforms
  • Ability to understand and comply with all PERA and enterprise security standards, policies, processes, and procedures.
