The Office of Management and Budget (OMB) Shared Service (OMB-SS) team provides and/or facilitates common core administrative functions for small departments (i.e., Finance, Human Resources, Procurement, Budget, County Attorney) to minimize administrative overhead and optimize resources.
OMB is seeking a senior management-level staff member to provide hands-on leadership for the OMB-SS team.
- Manage Shared Services and Administrative staff, resources and functions
- Develop, maintain and enhance Shared Services processes and service level agreements
- Provide SME guidance in the areas of Solicitations, Contracts, Procurement, Accounts Payable, Accounts Receivable, Budgeting, Human Resources and Administration
- Develop strong customer relationships – understanding business needs, issues and constraints
- Develop and enhance Shared Services and OMB workflows
- Assist in budget development, compilation, review, and publishing
- Manage ERP roles for OMB-SS departments using iamMCG
- ERP approver for Procurement, AP, Budget, HR and pcard transactions
- Perform OMB HR and Budget manager duties
- Perform OMB Worksite Safety Coordinator, Telework Officer, and MPIA contact duties
- Perform OMB Administrative Procedures coordinator duties
Minimum Qualifications
Experience: Seven (7) years of progressively responsible professional experience in human resources administration, contract/budget/financial management. or business administration. Three years of which were in a supervisory or executive capacity.
Note : The term “executive” is further defined as a high echelon or high level position in an organization that is assigned technical research, management advisory services responsibilities, or policy-making duties and responsibilities that exert considerable influence on organizational policy, plans, and operations through technical research, management advisory services, and/or policy-making duties and responsibilities (e.g., County positions at Grade 30 or above).
Education: Graduation from an accredited college or university with a bachelor’s degree.
Equivalency: An equivalent combination of education and experience may be substituted.

- Knowledge and experience in Procurement, Contract, Budget, Finance and Human Resources.
- Experience applying technology to streamline Business Processes.
- Experience with data research, analysis, and presentation.
- Experience working with senior level stakeholders.
- Experience mentoring and guiding staff.
