Meath County Council is the authority responsible for Local Government in County Meath with its corporate headquarters located at Buvinda House, Navan.

  • The National Programme Manager will have responsibility for management of the team-based framework of 31 local Age Friendly Programme Managers to include development of the national work plan, management of national network meetings, development of technical resources and operational guidelines to ensure consistency in all programme areas, design of training for network members, data collection on outputs and monitoring of KPIs and reporting of same.
  • The role includes the management of a team of 6 Regional Mangers (Administrative Officer level) including but not limited to the development and monitoring of work plans, and direction of thematic lead areas across the regional team.
  • The National Programme Manager will manage collaborative strategic partnerships at national level with a range of stakeholders (which includes government departments, state agencies, NGOs, public bodies, NGO’s, academia and others), as directed by the Chief Officer.
  • The National Programme Manager will oversee the collaboration with international affiliates in the World Health Organisation Global Network and allocation of specific responsibilities to the regional team.
  • The National Programme Manager will have responsibility for the management of the Research Unit for the shared service via a strategic academic partnership with a national university partner. This will include development and implementation of an annual research plan for the shared service and line management of the research positions. The role will include representing the AFISSO in research collaborations with third level institutions for research on ageing and supporting the voice of older people through Practical Process Improvement (PPI) process.
  • The National Programme Manager will facilitate the AFISSO’s ethos of participative democracy by managing the consultation function with the Older People’s Councils, including production of submissions and reports to support national policy development relative to Ireland’s ageing population and demographic change.
  • The National Programme Manager will support the national engagement with non-governmental organisations in the ageing sector through a structured NGO forum and provide opportunities for bilateral collaboration. This will include co-ordinating an annual national networking event between local government and NGOs and facilitate collaborative partnerships and opportunities for implementation.
  • The National Programme Manager will manage the delivery of a number of national age friendly initiatives in line with allocated budgets for specific programmes of work. This will include in-house evaluation of activity, outcomes and recommendations for scale up and replication where appropriate. Programmes will be delivered within the workstream’s capabilities on time, within budget and to the defined scope.
  • Hold a current unendorsed full driving licence Category B.
  • Have significant research experience in designing research methodologies, managing collaborative research partnerships, supervising research teams, tendering processes, recruitment of participants to research studies and programme evaluation;
  • Have experience in supporting international cooperation on related matters, such as with the WHO.
  • Have experience at report writing at the appropriate level;
  • Have experience of ageing policy/strategy implementation in a complex environment;
  • Have a good knowledge of the key objectives of the Age Friendly Ireland Shared Service Office and the work of the AFISSO and demonstrate proven capacity and potential to contribute to delivering the programme’s key objectives;
  • Have the ability to work with senior representatives of other relevant public sector bodies and to support the Age Friendly Shared Services governing structures in undertaking its role;
  • Be capable of working in close consultation with other stakeholders and demonstrate a capacity to engender co-operation and consensus with a whole range of bodies and representative groups.
