The Cabinet Office is looking for a Head of PMO to join a team of programme, functional and technical specialists working together to deliver the MyCO Programme. The MyCO Programme is a small, focused team made up of programme, functional and technical specialists delivering a major corporate services transformation programme at the heart of government.

  • Management: Manages daily operations of the PMO, ensuring programme aligns with organisational goals, identifying and managing issues and providing solutions and direction to the PMO team.
  • PMO processes: Develops, implements and maintains PMO processes, tools, and templates to support programme management activities.
  • Planning: Work closely with MyCO workstreams in the development & control of the Programmes workstream plans, working with project leads to ensure priority objectives are clear and key milestones are being delivered to plan.
  • Governance: Lead on the management and delivery of the MyCO Programme Board and other governance meetings.
  • Reporting: Provides regular reports on project status, resources, and budget to the Programme Manager and key stakeholders.
  • Coordination: Coordinates with workstreams & other other relevant areas to ensure smooth project execution.
  • PMO artefacts and knowledge: Oversees the management of programme documentation and PMO knowledge base.
  • Risk management: Supports workstreams in risk management and problem-solving activities.
  • Continuous improvement: Contributes to the continuous improvement of the PMO through feedback and process optimisation.
  • Programme RAID and reporting: Oversight of Programme RAIDs, Plan, Reporting and other key PMO artefacts to assure smooth running of the programme.
  • Delivery: Has an understanding of project/programme execution and ability to assess/view problems from a project manager perspective.
  • Approvals: Lead on large scale governance and approvals (inc SME/ keyholder reviews and co-ordination of joint investment committees).
  • Business case: Support business case development of benefits– identification, metrics, governance and sign off by business areas, log, tracking and realising those benefits.
  • MyCO Data lead: Ensure information assets (data sets) are handled and managed correctly in accordance with all the departments data handling policies.
  • Programme meetings: Represent the MyCO team at Matrix PMO and RAID meetings.
  • Representation: Deputise for the programme manager where required, ensure Cabinet Office views on shared services are accurately represented.
  • Line Management: Provide appropriate direction, support and guidance for the MyCO project support. Compliance with Cabinet Office HR policies and processes for line managers.

The successful candidate will have:

  • The ability to design frameworks within which projects are created, managed and completed, including methodologies, standards and dependencies.
  • The ability to develop and maintain complex programme artefacts such as RAID logs and project plans to a high standard, through engagement with colleagues working on a broad range of complex and technical projects.
  • The ability to establish and develop productive relationships with internal and external stakeholders, bringing people together to benefit the project.
  • The ability to develop and lead on processes to deliver programme governance including Delivery Boards, monitoring and reporting.
  • Experience of managing a small PMO supporting complex and dynamic public sector projects and programmes with a strong grounding in project management.
  • Experience of development and implementation of PMO processes, tools and templates.
  • Experience of stakeholder engagement within a complex delivery environment.
  • Excellent leadership skills in a PMO environment.
  • Complex problem-solving skills including ability to think logically and clearly, and take rational and decisive action under pressure.
  • Flexibility and personal resilience to work at pace without losing attention to detail, balancing changing and competing priorities effectively under pressure.
  • Experience of line management.
  • High level of IT literacy, including Word, Excel and PowerPoint.
  • It is Essential to hold at least one of the following qualifications:
    • Managing Successful Programmes Foundation or Practitioner
    • PRINCE 2 Foundation or Practitioner
    • APM PMQ or PPQ
    • Project Leadership Programme

Desirable

  • Experience of working in a Shared Service environment or on digital transformation programmes.
