The Chief Financial Officer reports to the General Manager of Corporate and Shared Services and is responsible for leading a team to deliver high quality shared financial services and advice to the Department executives and the Chief Executive Officer/s. In order to achieve the organization’s financial goals and objectives, Chief Executive Officer/s must oversee the development and implementation of funding requests, expenditure management strategies, financial and budget performance frameworks, and development of effective policy, procedures and delegations. The role will provide financial services through a shared services arrangement to two Departments.

  • Drive a culture of achievement through contemporary leadership and management practices including business partnering with a focus on improving the effectiveness and efficiency of financial management and resource allocation practices to support the delivery of strong and equitable social services.
  • Develop and implement strategies that operationalize agency objectives and government priorities which guide financial sustainability and accountability, compliance and controls, and promotes excellence in the resource management practices.
  • Lead the provision of expert technical and strategic accounting and budgeting advice and accurate legislative and policy advice to ensure compliance.
  • Ensuring external reporting obligations are met ensuring compliance with legislative and regulatory requirements, including the delivery of Annual Financial Reports and other external reporting obligations, using advanced financial modelling and other methods of detailed and strategic performance analysis and presentation.
  • Undertake financial reporting and analysis and oversee the preparation of the organization’s financial statements, reports and analysis to provide insights to the broader organization on the financial performance of the Departments.
  • Undertake Agency-wide financial planning and ensure the cycle is aligned with the organization’s strategy and objectives and that financial and corporate management systems are developed that increase organizational efficiency, accountability, transparency and decision-making.
  • Manage the delivery of financial services through a shared services model to two Departments and the respective Chief Executive Officers.

Essential

  • Proven executive experience in leading the development and provision of system-wide financial services and financial performance evaluation
    improvements.
  • Demonstrated experience in leading the provision of financial and budgeting advice, reporting and analysis on strategic and operational aspects
    of financial management for a large government agency.
  • Expert knowledge and experience in meeting statutory reporting obligations under relevant standards and legislation, including Australian Accounting Standards and Taxation Legislation, forecasting, reporting and compliance; and financial accounting for a complex organization.
  • Extensive knowledge of the national funding environments, financial modelling and analysis methods, associated challenges, and strategic opportunities for the optimization of agreement-based funding within the operational, legislative and regulatory frameworks.
  • Proven ability in leading teams, and high-level skills in influencing others to work effectively and achieve outcomes in a climate of significant change and tight timelines.
  • Exceptional oral and written communication, interpersonal, strategic negotiation and mediation skills to deal effectively with a range of internal and external stakeholders, together with the ability to interact effectively with people of diverse cultures; this includes strategies and tactics relevant to effective stakeholder engagement and management in politically sensitive environments.

Desirable

  • Qualification as a Chartered Practising Accountant or Chartered Accountant.
  • Tertiary qualifications in relevant discipline for example accounting, finance or business.

  • This position requires the ability to work rostered shifts to coincide with at-risk activity and Emergency Management activation.
