You will be working with US Government agencies and their employees to solve their hardest challenges. We seek creative and driven candidates who enjoy the challenges of working on large, complex problems that make a difference in the world.
- Build stakeholder relationships and lead discussions focused on shaping the future organizational vision; identify and describe the changes in people, processes, and technology required to achieve the target state.
- Partner with customer leadership and staff to translate the customer mission, vision, goals, and strategies into an organizational construct, e.g., Concept of Operations (ConOps) that describes external entities, core capabilities, internal functions, and operational interactions needed in the target state.
- Lead the comparative analysis of current operations relative to the target state vision; identify gaps and collaborate with stakeholders to define the changes in business processes, supporting technology, and data required in the target state. Advise stakeholders on the impact of the enterprise changes on the organizational structure and staffing; provide recommendations on how to mitigate operational disruption.
- Develop architectural blueprint(s) that provide a holistic view of the changes at varying levels, (e.g., business, applications & data, technology infrastructure) required to transform the enterprise from current to target state.
- Facilitate discussions pertaining to the prioritization and sequencing of the organizational, staffing, process, and technology changes required to achieve the target state; define transition states and develop a roadmap articulating activities and outcomes of each state.
- Lead staff in the development of change management plans and participate in discussions with key stakeholders to tailor the change program, activities, and schedule to meet transformation requirements.
- Contribute to the department’s capability development by supporting knowledge management, research, and other efforts that reinforce MITRE’s reputation as a thought leader in EA, ETP, and shared services implementation internally with other capability areas and externally with Government, Industry, Academia, and Professional Societies.
- Develop and maintain enterprise engineering artifacts and toolkits; foster knowledge-sharing activities to reinforce EA and ETP best practices.
- Experience leading complex projects.
Basic Qualifications:
- Requires 10 years of related experience with a Bachelor’s degree; 6 years and a Master’s degree; or an equivalent combination of related education and work experience.
- Requires 5 years of related experience supporting enterprise-level change including modernization and/or digital transformation.
- Demonstrated ability to work with ambiguity and with rapid delivery techniques where timelines may be compressed.
- Knowledge of EA frameworks (e.g., such as Zachman, DoDAF, TOGAF) or similar frameworks used to facilitate enterprise design and change management.
- Proficiency and strength in all forms of communication, e.g., verbal, written, digital, and public speaking.
- Proficiency with standard office automation tools, specifically MS Office 365 suite.
- An ability to work in both individual and diverse team settings.
- Must be a US citizen capable of obtaining and maintaining a US government security clearance.
- This position requires a minimum of 50% hybrid on-site.
Preferred Qualifications:
- Master’s degree in a related field of study.
- Experience in the application of the Federal Integrated Business Framework (FIBF), Technology Business Management (TBM), and/or Infrastructure Technology Infrastructure Library (ITIL).
- Experience conducting research and publishing in journals and/or presenting at conferences on operations, AI, transformation, or other relevant topics.
- Experience in systems analysis and integration, data modeling, software/system design, requirements analysis, and/or business process redesign.
- Experience with Design Thinking (DT) representations: process modeling; information and data exchanges, persona development, journey maps, and service blueprints.
- Experience with modeling tools that enable rendering of enterprise architecture such as Magic Draw, Cameo, Visio, Alfabet, or equivalents.
- Experience with Unified Modeling Language (UML), Business Process Modeling Notation (BPMN), and/or Entity Relationship Diagrams (ERD).
- Experience with cloud technologies and services (AWS, Azure, Google, etc.) and SaaS products.
- An active DoD security clearance or suitability with a federal agency is a strong plus.
