  • To operationally lead and manage the Financial Services team, as well as contractual management of the outsourced procurement and payroll functions and relationship management of NHS Shared Business Services.
  • To provide high-level support and advice on all financial accounting matters. This includes leading on the production of the annual accounts and external financial reporting, treasury management, strategic financial planning and capital planning, including all aspects of our PFI.
  • You will be directly responsible for the work of 9.00WTE financial accounts staff, while also contractually managing the outsourced procurement, payroll and SBS functions.
  • The Trust turnover is c.£460m, with a capital programme of c.£60m in 2023/24.
  • The role provides leadership, management, and direction on all aspects of financial governance, financial management and financial stewardship across the organisation.
  • You are responsible for ensuring your team provides financial advice and guidance required for effective corporate management and strategic and operational decision-making, in both the short and medium term a high quality, fit for purpose, procurement service and a high quality, fit for purpose, payroll and expenses service.
  • This is a unique opportunity to play a key role in the exit from the PFI contract for the Great Western Hospital. Through negotiations with PFI partners the post holder will ensure the services provided are effective and in line with contractual requirements.
  • Holder of a recognised CCAB accountancy qualification
  • Masters or equivalent qualification
  • Recognised experience with facilities management, legal, financial and contracting knowledge

Essential Experience

  • Previous management experience
  • Confident and thorough understanding of NHS Planning and Reporting templates, including annual accounts
  • Working Experience and knowledge of PFI contracts/service provision
  • Commercial understanding of PFI contracts
  • Operational experience including compliance both contractual and at a service delivery level
  • In depth knowledge and understanding of statutory requirements and regulations and NHS guidance documents
  • Experience in developing complex financial models from scratch, using Excel or equivalent
  • Drafting and presenting reports to non-financial managers in a variety of formats (presentation, written, oral)
  • Experience of working on complex projects as part of a project team
  • Must be able to discuss technical matters with specialist and non-specialist internal and external organisations
  • Working as the senior finance adviser to a team of non- finance manager.

  • Ability to work autonomously under own initiative to achieve set targets whilst providing support to the wider team
  • Ability to take on formal and informal disputes and seek agreed outcomes
  • Ability to work with senior managers and board directors
  • Able to carry out a wide range of both quantitative and qualitative contract reviews and analysis of technical data to present findings in a concise and cogent form
