This is a Hybrid role with the option of attachment various locations: London, Croydon, Sheffield, Manchester, Liverpool (regular travel to London will be required if attached to other site)

The Home Office is in the Synergy Programme Cluster which comprises the Ministry of Justice, Department for Work and Pensions, Department for the Environment, Food and Rural Affairs and the Home Office. The Synergy programme includes building a common operating model, a single SaaS technology platform, a single new Business Process Service contract and the design and stand up of a new single shared service organisation.

  • This is a key leadership role working as the Home Office lead for HR technology and shared service transformation, enabled by the Synergy Programme Cluster. The role will also act as the lead Product Owner for HR services, working closely with the HO Synergy Programme Director, the Digital, Data and Technology Team, the Business Process Outsourcing (BPO) team, HO Corporate Services Directors and outsourced suppliers, overseeing performance and working collaboratively to drive improvements.
  • As the Deputy Director for HR Technology and Shared Services you will lead the HR elements of the Home Office programme through design, build and implementation, working with and in support of the HO Synergy Programme Director and Digital, Data and Technology Team to implement a new Shared Service operation that includes new Cloud enabling technology with a single business process service. You will also be responsible for supporting the Home Office Chief People Officer in their role as HR Functional Lead across the Synergy Cluster.
  • You will provide strategic direction to the Home Office HR programme team, supply chain of delivery partners and 3rd party service providers that support the delivery of the future HR design. Critical to the success of the role will be the ability to plan and deliver business change within the Home Office to realise benefits.
  • You will need to build strategic partnerships between the internal functions of the Home Office (Finance, Commercial and DDAT) and the Synergy Programme, including the Home Office Shared Services Programme Director, providing expert knowledge to Home Office and into the Synergy Programme on best practice for HR services to ensure transformation is achieved and Home Office HR requirements are met.
  • A key requirement is excellent stakeholder engagement skills to gain ownership and sponsorship across the Home Office of the HR aspects of the transformation.
  • This role will report into the Home Office HR Chief Operating Officer.

The successful candidate will need to demonstrate their knowledge, experience, capability and behavioural approach to a high standard against the following key criteria:

  • Experience of leading Transformation Programmes, developing clear vision, standards, benefit realisation and understanding the role culture plays in major transformation programmes.
  • Experience of successfully working and managing multiple stakeholder groups including a broad range of senior stakeholders and external partners, demonstrating strong communication skills and impact. Able to build consensus across a large and diverse group of stakeholders.
  • Experience of managing conflict resolution and gravitas to effectively challenge assumptions and influence direction in a complex environment.
  • Strong people leadership skills, with a track record of developing, leading and motivating multi-disciplinary teams and driving a diverse and inclusive working culture.
  • Commercially minded, with sound business acumen and a strong focus on performance, value for money and financial management of project budgets, ensuring and assuring the development of accurate plans and financial models.
  • Experience of implementing change within functional areas (e.g. Finance or HR) with an impact on technology or experience of implementing ERP technologies.
  • Understanding of product centric ways of working.
