The Director of HR Operations collaborates with HR Executive Operations Administrator and other HR leadership throughout the secretariat on HR/payroll priorities. The Director of HR Operations (Director) reports to the HR Executive Operations Administrator (Administrator) and oversees the HR/Payroll units within HRD. The Director manages the team that provides human resources and payroll services and support to various agencies and departments based on a Shared Services model. A few of the departments’ served by HRD include but are not limited to the following: the Governor’s Office, the Executive Office for Administration & Finance, Human Resources Division, Supplier Diversity Office, Division of Administrative Law Appeals and the Office of the Child Advocate.

Other Areas Of Focus And Duties Include The Following

Besides daily oversight of the Shared Services HR/Payroll functions, the Director will provide direct support to the Administrator on all HR services and support needed throughout the secretariat. Specific areas of focus include HR Strategic initiatives, policy implementation, classification and compensation, employee relations matters, recruitment and retention, benefits and leave administration and learning and development.

  • Align HR strategic initiatives across the Secretariat as defined by the Administrator and leadership stakeholders.
  • Oversee and collaborate with HRD HR/Payroll Shared Services staff to improve overall efficiency of internal HR processes and compliance.
  • Provide direct management and oversight in an effort to streamline and improve certain HR functions and processes, such as recruitment and retentions, the pre-hire to hire employee experience employee orientation, onboarding/offboarding processes, benefits and leave administration, Workpartners liaison, diversity, equity and inclusion initiatives and recruitment and retention.
  • Handle employee relations matters for Shared Services stakeholders.
  • Conduct ongoing assessments of all human resources policies, programs, and practices in collaboration with internal departments and keep current on significant changes in employment law to ensure compliance with applicable state and federal laws and administrative regulations.
  • Designing, recommending, implementing, and monitoring changes and updates to HR policies, systems, processes, and procedures.
  • Work with the HR Team to ensure that agencies within the Executive Office for Administration & Finance receive accurate and timely data and analysis on staff demographics, applicant and recruitment trends, hiring and attrition statistics, performance management, and succession planning; including work with the Administrator on the design of a secretariat HR dashboard for leadership.
  • Evaluate human resources operations and activities while establishing quality and efficiency standards to ensure that these standards are measured and reviewed on an ongoing basis
  • Assess training and professional development needs of HR staff to provide growth opportunities and cross training in other HR/Payroll functions
  • Ensure that HR staff are up to date on all HR policy implementations and/or updates to be responsive to employee inquires in all aspects of HR
  • Maintain excellent communication with EOAF leadership, Secretariat HR leaders and other external agency stakeholders such as HRD, CTR, GIC, State Retirement Board, etc.
  • In collaboration with the Administrator develop and implement long-term HR strategies in consultation with senior management.
  • In collaboration with senior leadership and the Administrator, provide guidance and direction on various HR matters and assist to ensure HR tasks are tracked and completed.
  • Liaise with HRD Legal to ensure compliance in workplace investigations and other disciplinary matters
  • Manage HR/Payroll direct reports
  • Special and critical HR projects as assigned

The role also assists in providing strategic guidance to department leadership to meet their business needs. The Director will have access to various resources, including centers of expertise (COE’s) housed at the Human Resources Division (Employee and Labor Relations, Diversity and Inclusion, Investigations, Recruiting, Learning and Development, Analytics and Reporting, Classification and Compensation, and Legal Services) to address business challenges.

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
