In accordance with the Mission, Vision and Values, and strategic directions of PHSA safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA’s Agencies, Divisions, Services, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.
The Senior Director, Desktop Technology Services is responsible and accountable for the provision, management and support of a shared Desktop Technology Services solution. Reporting to the Executive Director, Device Management, Technology Planning and Delivery, the Senior Director leads a team of managers and highly specialized technical staff by building the strength of the team, developing, promoting and maintaining effective relationships and ensuring consistency and standardization of policy, practices and service delivery. The Senior Director contributes to the overall strategic, tactical and operational planning of a shared Device Technology Services solution within healthcare across the Province. The Senior Director collaborates with other leaders within Information Management Information Technology Services (IMITS), Regional Clinical Solutions, and Office of Virtual Health to ensure operational excellence and the establishment and implementation of goals and objectives that align with the vision, mission and strategic plan of IMITS and PHSA.
- Provides leadership for Desktop Technology Services (HA Solutions, Application – APTA and Virtual Desktop Infrastructure – VDI teams) and guides the development, recommendations and implementation of desktop technology services and strategy(s) by developing operational practices, policies, and procedures that will support the strategic direction. Performs ongoing system / process reviews in conjunction with other IMITS and Health Authority decision makers to maximize IMITS Technology Services’ (TS) efficiency and effectiveness.
- Provides leadership to enable a robust operational environment through continuous improvement of IMITS TS processes and practices supported by performance measurement and benchmarking.
- Works with a wide variety of external stakeholders from IMITS, Ministry of Health, to Health Authority leaders and their direct reports to deliver solutions that drive shared solutions balancing cost, quality and risk.
- Partners with external vendors to provide required solutions to meet identified needs.
- Manages contract negotiations and vendor relationships.
- Oversees Windows Operating Systems Annual feature release updates, device imaging and testing, continuous improvement of VDI technology services, business processes and practices.
- Accountable and responsible for the timely execution of service requests and incident resolution relating to the associated technologies; as well as security patching and firmware updates
- Oversees VCH, PHC and PHSA specific device (i.e. desktop) technical solution design; governance and management of enterprise solutions; as well as the maintenance and support of systems / technology for integrated desktop / device solutions (e.g. VDI, Application Containerization, TestRails, TestComplete, Nylte, plus many other).
- Ensures that human resources plans within the portfolio include retention, recruitment and development strategies in collaboration with Human Resources.
- Leads a team of managers and high specialized technical staff and ensures that the staff are engaged and connected to the goals and operating plans.
- Develops, implements and supports operational plans for Desktop Technology Services portfolio.
- Plans, develops, and manages Desktop Technology Services operating and capital budgets, allocates resources, and delivers services within budget that supports the accomplishment of goals and objectives provided in the strategic plan.
- Performs other related duties as required.
- A level of education, training, and experience equivalent to a Bachelor’s degree in Computer Science, Business Administration, or a related field and ten (10) to twelve (12) years of experience in progressively more responsible roles managing multiple large, cross-functional teams and/or projects in a large scale multi-site organization.
- Proven experience in leading devices and output management.
- Proven desktop and technology background with a solid understanding of desktop related infrastructure and technology frameworks.
- Demonstrated ability to function effectively in a highly dynamic fast paced, continually changing environment.
- Demonstrated ability to lead, manage and develop others for high performance.
- Demonstrated ability to lead through influence with a wide range of stakeholders.
- Ability to work in a complex out-sourced/shared services/matrixed organization.
- Ability to understand the inner workings of government, the Ministries of Health, the health authorities and related organizations in terms of structure, process and players.
- Ability to negotiate and conclude inter-provincial service agreements.
- Demonstrated ability to manage financial resources appropriately and establish financial controls.
- Ability to manage a number of crises simultaneously.
- Team player with well-developed interpersonal and strong communication and business relationship skills.
Skills & Knowledge
- Understanding of various reports including Truth & Reconciliation Commission’s 94 Calls to Action (2015), In Plain Sight Report (2020), BC’s Declaration on the Rights of Indigenous Peoples Act (2019), In Plain Sight, Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls calls for justice, and how they intersect across the health care system.

- Collaborates with peers to ensure ICS lens applied holistically through department as whole
- Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC’s Declaration on the Rights of Indigenous Peoples Act (2019).
- As a strong asset for consideration, we are looking for our successful candidate to have: Knowledge of social, economic, political and historical realities impacting indigenous communities and familiarity with Indigenous Cultural Safety and anti-racism and accompanying reports (BC DRIPA, TRC, etc.).
