In the Ministry of Public Safety and Solicitor General, Corporate Management Services Branch, we strive to provide excellence in corporate services and partner in our ministry’s outcomes. Our mission as a central, consolidated support services team -with both headquarters and a regional presence- is to support all the program areas and branches in the Ministry of Attorney General and the Ministry of Public Safety and Solicitor General. The Branch provides central corporate services to all staff and branches/programs in both Ministries. The Branch leads the preparation of budget submissions and financial reporting, and provides oversight, progress reports, and expert advice and performs day to day functions to its clients on finances, strategic human resources, facilities, including Shared Services, and corporate risk and security. The Branch is the lead strategic link between its partners and government’s central agencies (Treasury Board Staff and Office of the Comptroller General, and Office of the Chief Information Officer) and shared services agencies.

The Director, Financial Planning and Analysis, is responsible for leading the preparation of the ministry’s annual budget; proactive reporting and analysis of financial results; development and maintenance of a framework for setting, measuring, analyzing and reporting on financial performance; integrating the reporting of financial and operational results and assessing and making recommendations on the financial implications of new initiatives.

The principal responsibility of the position is to provide effective high level budget management, revenue planning and financial forecasting and analysis for the ministry. The expenditure budget and revenue plans are developed in accordance with the fiscal framework determined by Treasury Board (TB) and must comply with government accounting policy and financial legislation.

  • Bachelor’s degree or higher in Business Administration / Public Administration / Commerce or related field, OR completion of a professional accounting designation (CPA), OR an equivalent combination of education, training, and experience may be considered.
  • Minimum three (3) years of progressive experience in areas of budgeting analysis / development.
  • Minimum three (3) years of progressive experience in financial reporting / monitoring / analysis.
  • Minimum three (3) years of progressive experience analyzing complex financial and business issues.
  • Minimum two (2) years of experience in a management capacity supervising and developing staff.
  • Experience preparing high-level briefings, documents and presentations for decision by senior government officials.

Preference may be given to applicants who have any of the following:

  • Experience in business planning, including working with logic models, outcomes and performance measures.
  • Experience developing Treasury Board Submissions, Cabinet Submissions and briefing materials.
  • Experience with public sector management, supporting a complex and diverse client group.

Proviso:

  • Must be willing and able to occasionally work irregular/lengthy hours when required.
