The Global Payroll Manager job is responsible for overseeing the compliance of payroll processes within human resources. For the enterprise, it works to ensure employee payroll matter is monitored and accurate. Managing professionals, this job focuses on payroll-specific maintenance, including reconciliation of records, legislation compliance and data verification, administration and reporting.
The Payroll Operations lead is responsible for ensuring that all employees are paid on time, accurately, and in compliance with all federal, state, and local regulations of the country. This includes direct oversight of outsourced payroll provider by ensuring contractual obligations are appropriate, and met, best in class operations model established and reviewed on timely basis, strong vendor governance practices, and all withholdings and deductions are remitted and reported accurately to numerous jurisdictions while strictly adhering to tax, garnishment and Statutory laws. The Lead must deliver results in a high performance environment focused on quality, accuracy, and de-risking the organization. In addition, the role is responsible for developing the strategy and direction of the payroll function as it relates to Companywide initiatives, Transitions and projects. This includes acquisitions, divestitures, benefit/compensation policy and/or process changes, tax revisions, corporate reporting, technology updates, and leading outsourcing projects/initiatives.
- Oversees the design and compliance of payroll processes to ensure that the department is responding to employee needs and staying up to date with regulatory requirements.
- Manages professionals who exercise latitude and independence with payroll processing assignments and responsibilities.
- Oversees the completion and organization of payroll data, production records, and individual attendance records within the HRIS and payroll system, and corrects errors to ensure the accuracy of payroll payments.
- Reviews the calculations for gross and net pay amounts, for example, salary, overtime, sales commission, bonuses, deferred compensation, benefits, tax withholdings, deductions and payroll liabilities.
- Maintains payroll-specific records if there are changes in wage/salary rates, pension, insurance, mandatory deductions, new hires, terminations, leave of absence, keeping all records up to date.
- Reconciles payroll records as well as answers questions for employees and supervisors regarding payroll matters so that employees have full knowledge and understanding of their pay.
- Verifies payroll data and administration to ensure accuracy of records and reporting.
- Directly manage the internal payroll team providing leadership on operational effectiveness and all performance management, career development and organizational effectiveness plans
- Direct all team activities to ensure accurate and timely processing of payroll and all related activities
- Establish and implement best practice payroll solutions to business requirements across HR, Compensation, Finance, Corporate Tax, Compliance, Audit, Benefits, and other key stakeholders
- Ensure all payroll practices are in compliance with company policy and all statutory rules and regulations governing regular and overtime payments, reporting, taxation, W-2 production, and garnishments
- Oversees the processing of regular and special payrolls (e.g. bonus, etc.), including all pre and post controls and validation
- Identify and implement, when needed, new earning and/or deduction codes based on new processes; develop and validate related general ledger strategy; and document said processes
- Manage bank reconciliations by ensuring all wires transfers are accurately processed through banking and accounting
- Project manage and lead all IT and HR testing, auditing and implementation of systems updates
- Accountable for leading a team responsible for management of outsourced relationships and all daily operations required to execute accurate and timely payroll services, including evaluating payroll self-service effectiveness
- Direct all payroll vendor management activities including scope development, negotiating change orders and rates, oversight of service level agreements, invoicing, site visits, and auditing/testing to ensure tax compliance, payroll accuracy, and high quality service
- Develops and maintains payroll vendor metrics scorecards and manages metrics related to process quality and productivity; presents key metrics to senior leadership

Work Experience
- 5+ Years Required; 7+ Years Preferred
Management/Leadership Responsibility: Is management of people a primary focus of the role? If so, how many direct and indirect employees are managed? Do any of them manage a function or process?
- Requires a proven track record of in-depth management, leadership, technical and communication skills as well as extensive experience in building and maintaining relationships

- Able to manage diverse staff, developing and implementing strategies to motivate personnel and build a strong cohesive team; must be able to develop individual and team objectives and measure performance accordingly
- Proven ability to manage remote vendor operations resources
- Expert knowledge of US and Canada payroll laws and payroll operations
- Expert understanding of payroll regulations, state compliance, FLSA, DOL, and other policies and laws that overlap with payroll
- Strong analytical, quantitative, problem solving and process design skills
- Superior communication and customer service skills
- Self-starter, self-directed, self-motivated with the ability to multi-task without missing deadlines
- Flexible and willingness to take on additional or changing responsibilities as the function grows or changes
- Open to USA business hours support window (Night shift for India time zone)
Functional Knowledge: What knowledge of concepts, process, principles or procedures is needed within discipline; SME?
- 10+ years of experience managing payroll processes in a high volume, multi-state, international, and exempt/non-exempt environments including expertise reconciling payroll to the general ledger
- 8+ years of U.S. federal, statutory and local tax remittance experience
- 7+ years of experience managing and developing employees
- 7+ years of vendor relationship management experience
- 5+ years of project management experience
- Executive level communication, public speaking, and influencing skills required
- Experience using Workday preferred
- Strong Microsoft Excel, Word, Project, and PowerPoint software experience required
