The Associate Director, Strategic Workforce Planning will be responsible for leading and delivering enterprise-wide workforce planning strategy and headcount governance management, as well as other critical initiatives to support strategic business goals.
This individual will be a key member of the People & Business Services team, reporting to the Director, Compensation & Strategic Initiatives. The incumbent will be responsible to advise, support, and consult with HR colleagues, managers, and senior/executive leaders across the organization in the development and execution of workforce strategies.
- Partner with various internal stakeholders to assess Otsuka’s existing workforce planning and headcount governance processes, identify gaps and improvement opportunities to help better align our workforce plans and governance to Otsuka’s strategy and annual/multi-year plans.
- Lead a comprehensive workforce planning model for each functional area (Commercial, R&D, Shared Services).
- Lead headcount governance, including the annual headcount budget planning process and ongoing management of headcount across the organization.
- Partner with Finance stakeholders to support personnel resource planning for annual and multi-year budget submissions/projections.
- Develop and/or update comprehensive tools, templates and/or guiding materials to implement the improvements and link to related workforce strategies such as recruitment, succession planning, etc.
- Develop a roadmap to recommend future improvement initiatives to support the optimization of workforce planning and ability to drive effective workforce decisions.
- Provide the necessary leadership and support to prepare and equip the expanded HR team to support their client groups.
- Serve as the point of contact to support organizational design activities with external experts to support Otsuka’s workforce plans.
- Lead the evaluation, implementation, and ongoing management of a workforce planning technology to drive decisions across Otsuka.
- Cultivate and manage relationships across HR, Finance, senior leaders, and other key stakeholders.
- Provide in-depth data analysis on resource demand and supply, incorporating benchmark data to provide a compelling narrative which enables the business to make trade off decisions.
- Support and/or lead other critical PBS initiatives, projects and programs as required.
Required
- Bachelor’s degree in Human Resources or related field.
- Prior experience in managing organization design and strategic or operational workforce planning activities.
- Knowledge in general of HR practices, project management, policy development and process improvement.
- Demonstrated agility and comfortable working in a dynamic group or team environment.
- Excellent interpersonal skills to effectively communicate with employees at all levels of the organization.
- Demonstrated ability to manage competing priorities and meet deadlines.
- Strong analytical skills with high degree of confidentiality.
- Strong problem-solving skills with cultural awareness.
Preferred
- Pharmaceutical/Biotech/Healthcare industry experience
- Project Management Office (PMO) experience
- Certified Workforce Planning Professional
