The post of Deputy Director, Commercial Strategy & Partnerships is a highly varied role. The division brings together the Director’s internal and external stakeholder relationships in one place; managing services and relationships with DHSC officials and ministers, arms-length bodies in the Health Family, other Departments of State, and the wider commercial profession in government.

  • Leading stakeholder engagement across the breadth of health and care policy issues in the department, influencing senior stakeholders across the health sector as they seek to gain best value for the health family and the wider taxpayer
  • Working across organisations to develop a shared purpose to address complex issues that require a multi-organisation approach
  • Working with policy colleagues at the strategy and business planning stages of the commercial cycle, aligning commercial input to policy priorities to ensure that robust commercial advice is provided at an early stage to maximise effectiveness of delivery and implementation
  • Playing an active role in facilitating and delivering progress with the Commercial Shared Services (CSSB) forum and participation on key workstreams
  • Supporting the Directorate’s relationship with the centre (Government Commercial Organisation) on commercial capability
  • Supporting the building commercial capability across DHSC
  • Liaison, alignment and close collaboration with the wider Commercial Directorate keeping abreast of latest developments and ensuring the right linkages are made
  • Leading and securing the resources and talent required to deliver the work programme
  • Delivering through a team of around 35 staff, managing their performance and deliverables and setting the strategy and vision for the division
  • Ensuring the Division has clear project plans and deliverables that connects to the DHSC objectives
  • Establishing clear, concise and objective management reporting and KPIs on progress, status, issues and risks
  • Funding and co-sponsoring Healthcare UK with NHS England the Department of Business and Trade, leading the coordination of income generation work, supporting deals and attending some international events
  • Managing and building close working relationships with external advisers and stakeholders and delivering expert advice
  • Managing budgets in line with government budgetary guidelines
  • Minimising the DHSC’s exposure and risk across multiple projects by managing scope and mitigating risk
  • Reviewing and assessing on an ongoing basis any and all options to drive continuous improvement across the Directorate in relation to optimum operating model, team design and any other opportunities to enhance effectiveness and service levels
  • Being an active, engaged and visible member of the senior leadership team, and deputising as required for the Commercial Director at key forums (e.g., GCO standing meetings and DHSC SMT forums) and Head of Profession activities
  • Supporting the Commercial Director with the sponsorship of NHS Business Services Authority (NHSBSA)

Essential Criteria:

  • Commercial and business acumen, including experience working with industry, complex commercial models, markets, contracts and managing supplier relationships.
  • Significant experience of public policy design and implementation, and an understanding of challenges faced in developing good public sector policy in a political environment.
  • Experience of market insight production and strategy development (public or private).
  • Ability to influence and build relationships with colleagues of all levels (including senior stakeholders both internally and externally) in a complex political, commercial and governance environment.
  • Experience of managing large stakeholder groups, including cross government and wider health and care sector.
  • Experience of leading large and diverse teams.
