The Director of Administrative Contracts for Business Services is responsible for the overall operation, growth, and profitability of assigned business lines. As such, they help to define the vision and goals, establish strategic plans and related budgets, implement policies and procedures, and directly manage associated resources (financial, people, equipment, etc.) to build strong businesses and contracts and advance the Goodwill mission to help change lives through the power of work. This leader advances the strategic and operational direction of the Business Services division through established best practices and innovation.

  • Lead the business development efforts of new products and services including understanding customer requirements, developing product and/or services features, defining value proposition, setting prices, and informing go-to-market strategies
  • Establish strategic plans and related budgets to achieve agency growth goals
  • Participate in the formulation of Marketing and Sales strategies and plans to ensure Business Development goals are met.
  • Oversee and support Project Managers and their teams in multiple administrative business lines including but not limited to Records and Document Management, IT Helpdesk, Enterprise Information Management, and Contact/Call Center.
  • Set operational objectives, plans, control systems, and be accountable for P&L results
  • Work with Project Managers to ensure performance on federal contracts and commercial services meet or exceed customer requirements
  • Negotiate new contracts and opportunities and prepare contract modifications to existing contracts as necessary
  • Prepare and/or evaluate new costing proposals on all statements of work received. Process complex contracting packages, determining manpower, costs, supplies, durations, time studies, and capital expenditure purchases.
  • Protect the Agency’s assets and resources by controlling costs and generating revenue
  • Discuss status of work in progress, personnel and equipment requirements, projected work requirements, and overall condition of the contract with Project Managers on a regular basis
  • Actively engage with government and commercial customers on contract requirements, problem resolution, and growth opportunities
  • Provide guidance and oversight to Project Managers during processes involving: hiring, terminations, transfers, performance and job coaching, and other services as deemed appropriate.
  • Provide growth and development opportunities for team members, prepare and deliver timely appraisals, and coordinate with Human Resources to administer rewards and recognition, promotions, transfers, disciplinary actions, or terminations in accordance with the organization’s policies and applicable laws.
  • Represent Goodwill Industries of San Antonio to Source America, GII, Trade Organizations, and other appropriate grounds, and stakeholders
  • Conducts team member meetings and inform team of all policies, procedures and organization news. Accept feedback from team members and offer recommendations.
  • Champion our Case Management program by working in collaboration with the Workforce Development Unit to bring coaching and resources to support team member success
  • Work with managers to ensure adequate succession planning to include team member growth, development and training initiatives are in line with professional goals and needs of the unit
  • Leads adherence to all federal, state, and customer requirements and regulations.
  • Bachelor’s in Business Administration, Management, Government Contracts, or other related fields
  • Five years’ experience leading medium to large size departments or organizations
  • Experience in managing federal contracts to include pricing and negotiation preferred
  • Knowledge of federal contracting regulations preferred
  • Entrepreneurial and growth mindset
  • Ability to think strategically to define goals, visions, and build growth plans
  • Highly flexible and able to problem solve on operational and people issues
  • Excellent verbal and written communication skills to effectively engage with team members, colleagues, customers, and partners
  • Strong execution and accountability skills to convert plans into reality and achieve strategic goals
  • Knowledgably of business development tools, techniques, and systems.
  • Must be able to meet the physical requirements of the position.
  • For positions that require driving, must maintain a valid driver’s license and automobile insurance coverage, and be able to travel as needed if you drive your vehicle during company business.
