The Director of Human Resources at Diné Development Corporation (DDC) is responsible for providing direct oversight and leadership to the management and staff of the Human Resources and Recruiting departments within the Operations Division of DDC Shared Services. The position will fall under and report to the DDC Chief Operating Officer (COO). This position is expected to oversee employee relations, including conflict resolution, disciplinary actions, and terminations, while also designing and managing comprehensive employee benefits and compensation programs. Additionally, they will provide leadership oversight for the Recruiting department to develop effective recruitment strategies to attract and retain top talent while establishing goals for recruitment and retention. The role involves close collaboration with senior leadership to align HR initiatives with business goals, leading HR projects to improve employee engagement and organizational culture and preparing HR-related reports for executive review and decision-making.

  • Provide direct oversight and leadership to the management and staff of the Human Resources and Recruiting Departments within the Operations Division of DDC Shared Services.
  • Provide leadership oversight of the Recruiting department, setting goals and KPIs for recruitment and retention.
  • Develop and implement HR policies and procedures that comply with applicable laws and regulations, including EEOC, ADA, FMLA, etc.
  • Oversee employee relations, including conflict resolution, disciplinary actions, and terminations.
  • Design and manage employee benefits and compensation programs.
  • Oversee onboarding and offboarding processes.
  • Develop recruitment strategies to attract and retain top talent.
  • Design and implement performance management systems, including performance reviews and feedback mechanisms.
  • Promote career development and succession planning.
  • Work with senior management to align HR initiatives with business goals.
  • Lead HR projects and initiatives to improve employee engagement and organizational culture.
  • Prepare HR-related reports for executive review and decision-making.
  • Provide ongoing mentorship and one-on-one training to departmental leadership on best management practices and experience-based solutions to current and anticipated challenges
  • Establish and uphold quantitative and qualitative metrics, guidelines, and standards to evaluate operational efficiency and effectiveness, identifying opportunities for continuous improvement.
  • Review reports and records of activities to ensure progress is being accomplished toward specified organizational objectives and modify or change methodology as required to redirect activities and attain objectives.
  • Develop and effectively communicate and explain new people-focused directives, policies, or procedures to leadership at both the corporate and subsidiary levels, conducting comprehensive meetings with multiple leadership staff for significant changes to maintain transparency and morale.
  • Represent the Department in the monthly cadence of subsidiary full spectrum performance reporting (PMR, PFMR, etc.) covering operational, financial, and business development activities.
  • Bachelor’s degree (BS/BA) or equivalent experience and training in lieu of a degree.
  • A minimum of 15 years of experience in Human Resources with at least 5 years in a leadership role.
  • Experience with managing Human Resources and Recruiting operations at a Federal Contractor or similar organization.
  • Preferred: Society of Human Resources Management (SHRM) Accreditation or equivalent certification.
  • Strong knowledge of HR policies, employment laws, and best practices.
  • Experience in designing and implementing HR programs and initiatives.
  • Ability to work in a fast-paced, dynamic environment and manage multiple priorities.
  • Exceptional verbal and written communication skills, coupled with strong interpersonal abilities.
  • Strong interpersonal skills including mentoring, coaching, collaborating, and team building.
  • Excellent organizational skills, keen attention to detail, and ability to manage multiple priorities.
  • Ability to travel up to 20% as needed.
