Are you a senior Procurement Performance Leader looking for an opportunity to join one of the largest Procurement and Supply Chain functions in the NHS. As a member of the senior leadership team, in a newly created position, you will have the opportunity to develop the new performance function, and have a key role in the development and implementation of the new Procurement and Supply Chain operating model and strategy across Guy’s and St Thomas’ NHS Foundation and the ‘Smart Together’ Shared Service*.

Reporting to the Chief Procurement Officer, you will be a member of the Shared Service leadership team, engaging with multi-functional teams at all levels across Guy’s and St Thomas’, as well as, the Shared Service from the most senior clinical and non-clinical colleagues through to providing support and direction to our up and coming colleagues.  You will also work closely with external stakeholders, such as, suppliers, professional associations, advisory boards, NHS England and other NHS organizations and partners to provide a forward-thinking, resilient and cohesive procurement service that is integral to supporting the Trust to deliver patient care.

The Director of Performance Excellence is the most senior position within the performance excellence function, with a complex and wide-ranging set of responsibilities, encompassing the leadership the Performance Excellence service within Procurement and Supply Chain across GSTT and the Shared Procurement Service. This includes, the provision of business partnering, customer services (buying), systems & catalogues, business intelligence, performance metrics and reporting, regulatory review, governance and policy management.

You will strive to deliver best practice, utilizing advancements in technology, data and information.  You will ensure that the Procurement and Supply Chain functions have up to date, robust and documented policies, processes and procedures to support all activity, including tender documentation.

Professional Leadership and Direction

  • To lead, manage and develop a strategy to manage Procurement and Supply Chain performance excellence, through continuous improvement and a commitment to customer satisfaction across GSTT and all Shared Service Partners.
  • To communicate effectively with all staff levels, from the senior members of the Trust Board to junior staff in support functions, undertake presentations to staff groups and managers and deal with the wider business community, other NHS Trusts and suppliers.
  • To be an ambassador and the subject matter expert, for the Trust at national and local levels on all procurement performance excellence matters interfacing with external stakeholders including the Department of Health & Social Care, South East London ICS, London Procurement Partnership and other NHS Trusts.
  • Provide pro-active direction and leadership to the GSTT’s Procurement Shared Service Trust Board regarding all performance excellence matters including guidance on strategies for enhancing opportunities to achieve value for money and to improve the performance of the service.
  • Building trust-based supportive relationships with stakeholders across and beyond the Trust and our Shared Service Partners. Developing and agreeing SLA and KPIs with all customer areas aligning with organizational aims of providing high quality patient care.
  • The development and implementation of procurement policy, processes and procedures to ensure good practice, efficient and effective workflows, utilizing SMART operational metrics and performance reporting, including governance, compliance and assurance.
  • To professionalize the Performance Excellence teams, fostering a positive, customer-focused team culture and growth mindset.
  • Development, maintenance and optimization of systems, such as, Oracle, Atamis and GHX cataloguing to ensure they deliver the most effective solutions for the team and stakeholders.

Operational and Financial Management

  • To contribute as a member of Procurement and Supply Chain Senior Management Team to the development of annual strategic planning, setting stretching objectives and resource plans to support in delivering on a customer-focused service, driving quality and safety through understanding organization strengths and identifying opportunities for improvement.
  • Identify organizational opportunities and then oversee the implementation to realize benefits, being able to see ways to add value at a high level and provide best practice examples back to the system.
  • Identify benchmarks to measure performance (via Key Performance Indicators and Service Level Agreements) and lead benchmarking for price and quality against NHS Services and other relevant organizations and implement actions to strive for further improvement.
  • Responsible for developing standardized metrics for reporting to enable operational and workforce effectiveness and development through the service functions and delivery teams.
  • Responsible for overseeing all necessary standards for the Procurement Shared Service, monitor progress, reviewing and updating to take account of changes in legislation and service developments.
  • Review complex data analysis and audits across multiple contracts to measure performance. Shares trend analysis with stakeholders to support performance and cost improvement, standardization, and value-based procurement.
  • Ensure compliance with the latest GSTT and member Trust Standing Financial Instructions and Standing Orders in all contracts reporting to the Trust Board and member Trust Boards as necessary.
  • Ensure probity at all time in dealings with external consultants, contractors and providers of services to the Trust.
  • Ensure alignment of policies between GSTT and Shared Service Trusts where possible.
  • Responsible for ensuring effective processes and controls are in place to manage non-pay expenditure for Shared Service Trusts.

Workforce Development and Education

  • Accountable for the management of the Performance Excellence Team and the development of Trust-wide strategic Procurement and Supply Chain processes, integrating key internal stakeholders to deliver value and continuous improvement within a compliant framework.
  • Development of the Performance Excellence team in terms of skills and capability building, resourcing, talent management and succession planning, establishing a coaching and mentoring learning process and utilizing the Trust apprenticeship scheme to best effect.
  • Evaluate performance capability across the Performance Excellence team, whilst also assessing more widely across the Procurement and Supply Chain team, understanding organization capability and experience, identifying and addressing skill gaps, and overseeing the upskilling of team members to the required advanced levels.
  • Communicate performance results and contractual changes to the Chief Procurement Officer and wider Senior Leadership Team, ensuring there is a clear understanding of the contractual commitments and engagement at a senior and executive level.
  • To provide an environment in which staff feel respected and confident to speak out and to listen to each other and in which feedback is regularly given and received in order to set out how the views of staff have been acted upon.
  • To support and contribute to ensuring the department is able to achieve CCF Standards and raise the profile of the Shared Service as an exemplar of procurement best practice.
  • To oversee a Performance Excellence structure that will ensure the highest levels of professional integrity and performance throughout the Shared Service.

Strategic Direction and Planning

  • To develop and implement Performance Excellence data reporting and knowledge management technology systems, dashboards and other graphical MI platforms, working closely within the Procurement and Supply Chain functions, such as, strategic sourcing and wider Trust stakeholders, to analyze and understand this information and use it to make evidence-based decisions on current and future contracts.
  • Work in collaboration with Procurement and Supply Chain and other directors, and lead on the development of performance excellence activities across all areas of Trust activity to maximize customer value and deliver on the Trusts’ procurement and supply chain objectives.
  • To develop and facilitate performance excellence strategies and initiatives for GSTT projects, as well as wider Trust Partners, to support the short, medium and long-term vision and direction of performance excellence. This will involve working with and influencing senior managers and clinicians to ensure that strategies are understood and that effective support for the strategy is achieved.
  • To support ongoing service transformation to ensure the Shared Service continues to act strategically, providing an optimal solution for the Trust and the Shared Service partners.
  • Obtain and/or develop an in-depth understanding of the ICS model across England and its intended direction of travel. There should be an awareness of the policy measures behind the movement which seeks to create greater collective responsibility for managing NHS resources and performance and for changing the way care is delivered.

* ‘Smart Together’ is a shared procurement and supply chain service hosted by Guy’s and St Thomas’ NHS Foundation Trust, one of the leading hospitals in the country and serve the hospitals across south east London.

Knowledge/Qualifications

  • Essential criteria
    • Educated to a higher level / post graduate / MBA or equivalent relevant experience.
    • In-depth knowledge of public sector procurement and supply chain legislation
    • Highly developed specialist in Performance management, customer services, systems and data, policy and management.

Experience

  • Essential criteria
    • Demonstrable staff management and development experience.
    • Experience of setting up and implementing internal processes, policies and procedures.
    • Working knowledge of systems that support performance management in procurement, such as, Atamis, GHX, requisitioning, spend and savings analytical tools.

Skills

  • Essential criteria
    • Highly complex facts or situations requiring analysis, interpretation and comparison of a range of options.
    • Excellent interpersonal, negotiation and communication skills with the ability to forge effective professional relationships.
