HM Revenue & Customs (HMRC) is one of the largest Government Departments and employers in the UK, with over 66,000 employees. We perform the critical role of collecting the money that pays for the UK’s public services and paying financial support to families.

The Shared Services Strategy for Government set out an ambition to create five shared service centres across Government. Collectively, HMRC, Department for Transport (DfT), and Department for Levelling Up, Housing & Communities (DLUCH) form the Unity Cluster, providing HR, finance and purchasing services to circa 90,000 customers.

CDIO plays a critical role in the Unity Programme, and through the Director Unity Technology Services (UTS) is responsible for delivering both the legacy and future technologies.

To be successful you will need to work collaboratively and in partnership with Unity Business Services to deliver the best outcomes, including delivering process continuous improvements such as efficiency, effectiveness, and operability. You will also need to work closely with the three Departments, Cabinet Office, and a number of partners responsible for implementation, change and run.

This is a hugely exciting, high-profile opportunity requiring significant leadership and technical expertise. The successful applicant will need have proven experience of leading high performing multi-disciplinary teams, including a range of commercial partners.

You will be experienced across SAP technologies, namely S4HANA, SuccessFactors and Ariba, as well as a range of complementary technologies including Qualtrics, O365 and ServiceNow.

Given the size and range of future customers you will be experienced delivering in a large-scale operational environment and demonstrate a successful track record of effectively managing senior stakeholders.

  • Operating with strategic credibility at the highest levels within HMRC and the wider Civil Service.
  • Owning a major programme to implement a new enterprise level system in an agile manner at pace.
  • Managing a complex array of external relationships with partners and suppliers, to ensure not only delivery, but value for money for the public purse.
  • Ensuring the successful migration to, and adoption of, new systems within both HMRC and our partner departments.
  • Driving change management and innovation across a substantial team.
  • Establishing best practice for use of AI/ML and configurability through Low/Zero code capabilities that are natively available as part of the platform.
  • Demonstrating your technical credibility and prowess when needed to ensure best practise and fitness for purpose.
  • Undertaking complex negotiations and ensuring the successful completion of commercial matters at a strategic level.
  • Leading across a complex matrix of individuals and ensuring a culture of cohesion and common purpose.
