The role holder is responsible for leading the Human Resources, Administration, Information Technology and Procurement functions within DHCA. The role aims to support productive and efficient business operations to achieve the organization’s vision in becoming a global healthcare destination. Also, the role encompasses driving organization effectives and initiating major initiatives to improve the image and the performance of the organization.
- Develop and undertake ownership of the five-year strategic business plans and objectives for the different functions in charge and ensure it is in line with DHCA’s objectives.
- Formulate and manage the annual budgets for the HR, Administration, IT and Procurement & Contracts departments and secure subsequent approvals, track expenditure and ensure adherence to budget.
- Develops the workforce plan and own department’s workforce forecasts.
- Manages and controls the operating framework for the department, provides guidance and support, ensures implementation and review of work processes in order to achieve high performance standards and continuous improvement.
- Spearheads the development of plans for each of the Shared Services functions (Information Technology, Procurement & Contracts, Human Resources, and Administration) and ensures the delivery of quality internal services to the organization.
- Defines the scope of services and activities required to fulfill operational needs, provides overall direction on the management of end-to-end operations, and establishes key processes aimed at removing redundancy. Drives improvements and modifications to workflows as needed to support the organization’s objectives.
- Oversees the management of the Human Resources department, ensuring that the operation and the services provided to the employees are effective and consistent with the needs and objectives of the various stakeholders and the company as a whole.
- Develop and Lead Emiratization programs in order to meet organizational targets on nationalization.
- Provide strategic direction and oversight to the company’s compensation and benefits program. Lead benchmark exercises to ensure competitive salary scales and benefits are adopted by DHCA.
- Oversees all internal IT activities, including application selection, implementation, support, network management, and delivery of IT operational services to ensure technological support for all departments.
- Oversees end-to-end procurement and contracting policies and procedures for DHCA, ensuring that internal policies and processes meet end-user specifications and requirements while adhering to budget and internal timelines.
- Directs all administrative activities to ensure that facilities are equipped with the supplies and services needed for smooth business operations and the accomplishment of daily goals.
- Establishes and nurtures relationships with external stakeholders, such as consultants, vendors, suppliers, and contractors, to maintain effective working partnerships with key members and advisors for the achievement of agreed goals and objectives.
- Establishes internal mechanisms and frameworks for the timely resolution of concerns and issues faced by end-users. Ensures the provision of excellent customer service by the Shared Services department to end-users.
- Collaborates with various internal stakeholders to build strong working relationships, enabling cooperation across DHCA to facilitate day-to-day business operations, enhance customer satisfaction, and drive the completion of all operational tasks.
- Partners with Audit, Risk, and Compliance to identify potential risks related to Shared Services.
- Recommends appropriate controls and policies to cover financial, operational, strategic, compliance, and business continuity risks to ensure continuity in operations.
- Stays abreast of market best practices, institutionalizes these practices, sets service quality standards, and improves service deliverables to internal functions. Works towards operational excellence within the organization.
- Bachelor’s degree in Business Administration or any related discipline
- Master’s Degree in Business Administration or equivalent is preferred
- Professional qualification in a field related to HR, IT or Procurement is preferred
- Years Of Experience:
- A minimum of 10 years of relevant experience in similar roles
