The Joint Force requires networks that are resilient and survivable, adaptive to innovation, and responsive to warfighter’s needs. The Warfighting Network and Application (WNA) capability concept is designed to meet this need. WNA capability is delivering warfighter networks that are unified in development and operation, creating national and multinational computer networks across the Joint Force. This is achieved through common network design and architecture, software, hardware, support arrangements and applications.

The duties of an EL 2 Contract Management Director occupation in Defence include the following (note: not all duties are required to be performed during a 12 month performance cycle):

  • Accountable for providing leadership and direction to ensure a high-level of integration and consistency across the Defence procurement and contracting function
  • Accountable for managing and leading a team, including providing clear and consistent communication, setting clear performance and behavioral standards, managing performance, delegating responsibility and guiding and developing people
  • Accountable for managing allocated resources, setting work area priorities, workflows, developing strategies and evaluating business outcomes.
  • Manage, lead and be accountable for procurement planning, tendering and contract formation and contract management activities while ensuring compliance with legislation, procurement policies, processes and procedures
  • Manage, lead and provide expert advice, assistance and services for procurement policy, technical, commercial, legal, financial investigation and other requirements as applicable in order to support contract management outcomes.
  • Develop strategic and commercially sensitive procurement related documentation including templates, schedules, correspondence, reports, submissions, plans and strategies, risk and performance reviews, contract change proposals and other contract management documentation.
  • Apply and implement legal principles, legislative and mandatory policy compliance obligations and critical commercial risk and performance requirements related to procurement and contract management.
  • Engage, negotiate and persuade clients and stakeholders and respond to very complex enquiries and contract management issues, taking the initiative to identify alternative courses of action to ensure resolution.
  • Build, sustain and encourage productive relationships with supervisors, staff and team members and actively participate in team work and group activities.
  • Evaluate and address mitigation strategies for the risks associated with contract management activities, suppliers’ performance and compliance with mandatory requirements and suggest relevant improvement.
  • Interpret and provide advice and assistance on very complex procurement and contract management issues.
  • Monitor and manage contract administration, performance and risks against contracts and contribute to appropriate action.
  • Accountable to lead a work team or teams, plan and manage a range of human and physical resources and exercise the associated people and financial responsibilities.
  • They will provide strategic direction to the work unit, including developing business plans, strategies and priorities and monitor work flow and performance.
  • They are accountable for developing, coaching and reviewing individual, team and business performance, and will identify opportunities for building team capability and continuous improvement.
  • They will set work aligned with strategic objectives and communicate expected outcomes.
  • They will have extensive knowledge relating to the methodology, systems and procedures within the contract management function and have the ability to translate this into strategy.
  • They will provide a strategic level of specialist, professional and technical expertise, potentially relating to the work of different function areas.
  • They will initiate, establish and maintain strong relationships with a network of stakeholders internally and externally
  • They will have the ability to recognize shared agendas and work toward mutually beneficial outcomes.
  • This position has people management responsibility and as such you will be required to exercise your people management skills and knowledge to sculpt a high performing and cohesive team.
