The Met Leadership have approved the design and implementation of a centralized service delivery model (Met Business Services – MBS), to replace functional services with business services, breaking down silos and building end-to-end services around user requirements. The initial scope of the MBS model will be MPS Commercial, Finance and HR scope of services functions with the flexibility and scalability of bringing additional new services into it.
A key enabler of the MBS led transformation is the implementation of a new “Products” Capability within Met Business Services. The Head of MBS Products will be responsible for developing, implementing and subsequently managing the delivery of the MBS capability. They will have oversight and management of the people, processes and 3rd party suppliers required for all aspects of MBS from a day-to-day perspective, initially covering HR, Finance and Commercial Products, with the view to support other services in the future as they on board into MBS.
The Head of MBS Products will oversee the Finance, Source to Pay, HR and User Experience Product teams, and drive the delivery of these solutions. They will report directly into the Assistant Director of Solutions who will have senior strategic oversight and accountability for all aspects of data, technology and reporting across MBS; control and responsibility will remain with the Head of MBS Products. They are responsible for promoting process excellence and encouraging cross-functional and cross-process collaboration.
The role holder will own the Product roadmap, which is created and maintained through extensive collaboration with senior leads across programs, MBS, HR, Commercial and Finance. They will be the lead role in negotiating priorities, allocating resource (both internal and external) aligned to the Product roadmap and securing funding through various routes for the technology development.

What does the average day look like? Your core duties will include (but are not limited to):
Create and maintain the Product Roadmap – HR, Finance and Commercial Solutions
Create and maintain the product (technology) roadmap, ensuring alignment to New Met for London priorities, technology evolution and industry best practices by;
- Remaining up to date on best practices and industry standards for technology to support shared services delivery by creating and maintaining relationships with external software owners and similar organizations.
- Understanding the MPS priorities through extensive collaboration and negotiation
- Analyze customer feedback to understand the pain points and frustrations to drive out improved solutions that gain the right outcomes.
- Using data to understand trends, compliance, usage etc. to create opportunities for improvements that matter most.
- Balancing the needs of multiple groups of stakeholders and assessing these against overall priorities and available resources.
- Documenting and presenting technology proposals/recommendations to senior leaders/board that provide clear benefits and costs from which a decision can be made.
- Translating strategic and complex needs into tangible recommendations and subsequent solutions.
- Drive continuous improvement in technical solutions that supports New Met for London priorities.
To maintain a technology landscape that provides the right, customer-centric HR, payroll and commercial services to meet the needs of MPS and which support the New Met for London strategies.
Implementation of the Product Roadmap
Oversee the design, development and implementation of the Product roadmap ensuring benefits from investment is achieved and customer satisfaction is maintained or exceeded by;
- Developing and embedding robust project management processes to support the product lifecycle; from improvement identification to implementation and ultimately to decommissioning if appropriate, developing appropriate controls and governance throughout.
- Working closely with senior leads to ensure the impacts of product development upon services are known and understood to enable plans for mitigation and support to be put in place to minimize disruption at transition and increase adoption.
- Ensuring project/sprint plans are developed, resourced and managed with appropriate checkpointing arrangements in place ensuring delivery to time, cost and quality.
- Create a culture of robust risk management and quality controls that underpin the day-to-day delivery activities
Leading the Product Teams
Lead and motivate the Product function to drive a culture of continuous improvement that delivers service excellence and value for money by;
- Creating an environment where trust and open communication is encouraged, giving everyone a voice to be creative and work as a single cohesive team.
- Demonstrating a flexible and adaptable approach to managing change and ambiguity, ensuring this culture is driven throughout their teams.
- Providing guidance, support and mentoring to their teams; including career development and ensuring professional accreditation for key positions.
- Foster a culture of high-performance, innovation and continuous improvement embracing MBS, MPS and Met values.
- Horizon scanning and ensuring knowledge of market industry technology is current and seek opportunities to ensure MPS HR, finance and commercial solutions deliver the best services.
- Reviewing team’s service performance via service metrics and measures and identifying ways to reduce cost and improve ways of working.
- Creating a culture that seeks innovation to overcome problems and drive forward better customer experiences.
- Role models excellent behaviors and sets goals to drive performance across their teams and with suppliers and promptly addresses poor behavior where necessary.
- Drive cultural change to remove silos, set corporate standards and promote inclusivity.
- Displays leadership and creates a vision for the product team, underpinning MBS purpose, vision and long-term strategy.
Supplier Management
Oversee the management of partners, both internal and external, supporting the delivery of the product roadmap by;
- Set and agree clear ways of working and expectations with all suppliers from the outset.
- Be commercially minded throughout the engagement and have a deep understanding of the contractual obligations of all parties to ensure behaviours and accountabilities are fully understood.
- Build strong relationships with suppliers to support the multi-partnership approach to identifying and delivering innovative solutions.
- Promptly address risks/issues affecting successful and commercial binding outcomes
- Ensure supplier deliverables are delivered on time to the right quality, and address failures proactively using the appropriate channels.
Experience:
- 8+ years in Products, including 2-3 years of managing Product Teams and influencing business strategy within an enterprise-wide or Shared Services operations; Public Sector is desirable; policing experience is desirable.
- Detailed knowledge of Oracle ERP Cloud technology supporting back-office services
- Experience in market evaluations/assessments for technology supporting back-office services (e.g. HR, finance, commercial)
- Experience in project management of technology development and implementations.
- Experience of managing a team of individuals providing clear direction, support and resolution
- Experience in shaping product strategy, product delivery capabilities and product lifecycle processes.
- Experience in creating technology strategies and roadmaps aligned to business strategies.
- Experience in leading the development and implementation of HR, Finance and Commercial technical solutions.
- Strong business transformation skills encompassing people, processes, and systems.
- Ability to identify dependencies, assess risks and put effective risk mitigation plans in place.
- Ability to build strong networks and relationships across the organization.
- Practical knowledge of core end to end services covering Commercial, Finance and HR scope of services.
- Knowledge of public sector shared services and the challenges they face.
Qualifications:
- A minimum of a bachelor’s degree in data science, business analytics, statistics, mathematics, or a related field; or equivalent experience
