The Head of People Services (APAC) heads the function of Regional Human Resource Shared Services for Qashier covering all countries in APAC region, including Singapore, Malaysia, Thailand, Philippines and Australia, and any other new markets.
Compensation & Benefits
- Primary responsibility of providing efficient and cost-effective payroll and HR Operations by ensuring timely and efficient services based upon agreed standards.
- Lead the team to ensure the accuracy of employee payroll and personal income tax in accordance to company policy and guidelines while ensuring compliance to local regulations and all other reportorial requirements.
- Working closely and independently with respective areas of key stakeholders to ensure the company is fully compliant.
- Working closely with the Finance & Accounting team on payroll and employee expenses accounts as properly coordinated
- Taking ownership on management, administration, and process of other corporate employee benefits local, site specific and statutory benefits.
- Staying updated with the employment and salary trend, partnering with country People Manager or HRBP to ensure the company stays relevant and raises opportunities for improvements
Employee Life Cycle
- Working closely with the VP of HR and HR Business Partners to drive the high-performance culture through performance management and superior quality services.
- Establish, implement and manage and maintain HR Service Level Agreement (SLA)
- Manage and own seamless on-boarding to off-boarding processes, end-to-end employee Life Cycles
- Working closely with other departments to ensure that all services that are required for HR department and relevant employee support supplies, office supplies, and necessities for projects events are properly procured/sourced and other general administrative support like logistics, as needed.
Stakeholder Management
- Lead the delivery of Shared Services Objectives based on the principles of superior customer service, continuous improvement, and best practice management techniques, and Service Level Agreements
- Maintains excellent relationships with internal and external customers to ensure mutual goals are achieved
Others
- Responsible for reporting problems with regards to process and compliance matters.
- HRSS will be fully accountable for the overall functional management of the services by ensuring the KPIs and SLAs are met. The KPIs are primarily focused on the accuracy and timeliness of the pay process, HR Administration, compliance with controls and overall superior employee experience.
- Lead the stabilization and standardization of business processes and drive continuous improvements.
- Responsible for performance management and development of direct reports. Coaches and leads the team to obtain and deliver a consistently high-quality service.
- Ensuring data privacy law always complies with data processing, Ensuring general labor standards compliant for areas within the responsibilities of the shared services organization
- HR Management System Implementation and developing and maintaining user manuals of the system. Conduct regular meetings with the team and liaise discuss people challenges.
- Analyses trends and metrics in partnership with the HR group to develop solutions, programs and policies and works closely with management and employees to improve services and increase productivity
- Assist process requirements of international employees with expatriate assignments, benefits and other related HR matters.

Requirements Desired Experience
- Deep HR Generalists Expertise – Demonstrate 12+ years of experience in transformative, employee-facing HR support services at a global company with knowledge of HR laws and regulations in multiple countries.
- Established Leadership – Possess 5+ years of solid management experience, effectively leading or collaborating with global teams across diverse cultures and regions
- Solutions Architect – Embrace a “systems thinking” mentality, understanding interconnectedness, identifying root causes, and ensuring solutions are thoughtfully disruptive
- Project Management Expert – Possess extensive project management experience, particularly in managing large-scale, fast-paced projects, both independently and guiding others

Qualification and skills
- Master/Bachelors Degree in Human Resources, Business Management or equivalent.
- At least 10-15 years of relevant working experience in regional HR Shared Services scope
- Solid knowledge of local labor legislation and practices of various APAC countries with prior experience managing regional markets of Southeast Asia employment landscape, local regulations and labour law practices preferred
- Ability to interact professionally at all organizational levels while maintaining strong ethics and professionalism
- Excellent problem-solving, organizational, analytical and critical thinking skills
- Deep knowledge on regional payroll processing and benefit administration
- International working experience
- Experience in coordinating complex projects
- Ability to work independently and effectively, plan and set priorities to accomplish required tasks
- Intercultural skills with willingness to travel as required
- Fluency in English. Additional Asian languages are desirable (such as Mandarin, Thai or any other), to liaise with our stakeholders in the region
