Head of Source to Contract (Indirect Procurement)

Oversee the management, development, execution and optimization of all activities performed by the Source-to-Contract team, including:
(1) Management of Tier 21 categories, from procurement strategy development to strategic sourcing execution, aimed at optimizing overall procurement contribution; (2) Supplier Relationship Management activities to ensure efficient supplier onboarding process and improve supplier performance across GAR Procurement organization; (3) Spot Buy execution to ensure that material / services required by the business users can be procured at the right quality, right amount, AND at the right time; (4) Ensure timely and accurate system contracts data are enabled in the system and informed to relevant stakeholders; (5) Coordinate effort to ensure legal contracts are signed in a timely manner and are filed in the contract system appropriately.
Procurement Strategy Development
- Lead the Category Managers in consolidation and analysis of category spend data
- Lead the Category Managers in internal (demand & supply) and external (industry & market) assessment in developing category profile
- Validate category spend baseline and category profile, including risk assessment, SRM and P2P strategy
- Develop and maintain strong alignment with key stakeholders in the R&D, HR, Finance, and other relevant functions
- Ensure alignment and communication with business unit stakeholders throughout the strategic sourcing process
Support Procurement Execution
- Support negotiations and participate in critical sourcing initiatives to ensure procurement value levers are effectively leveraged
- Validate Procurement contribution and Corrective actions & learnings during value tracking process and communicate result to Procurement Steering Committee
- Guide Category Managers in the management of key supplier performance for selected key supplier relationships, including validation of performance improvement plan
- Provide leadership and guidance to Spot Buy team and Category Managers in executing spot buy to deliver efficient, compliant, and timely services to the internal customer
- Support identification of potential contract improvement opportunities & re-negotiations
- Support contract amendment process through validation of gap analysis from Category Manager
- Collaborate with Strategic Procurement Lead to ensure alignment of sourcing best practices, processes, tools, templates, etc.
Managerial Accountabilities
- Ensure high quality and accuracy of work and service by the Source-to-Contract team through regular review, checks and approval
- Maintain thorough knowledge of all aspects of Source-to-Contract matters
- Provide leadership, coaching, counseling, training and guidance to the Source-to-Contract team so they can proactively carry out their role to the highest possible standard
- Resolve day-to-day operational issues and escalate to the Head of Procurement GBS as necessary
- Ensure that policies, processes, and business practices are complied with and are maintained in accordance to the company’s policies
- Ensure cost efficient use of resources and identify opportunities to continuously increase savings and overall procurement contribution
- Oversee the Source-to-Contract team’s goals and utilization, including implementing back up procedures and staffing requirements to ensure consistent coverage
- Drive towards balanced workload distribution and assignment among team members
- Oversee internal customer satisfaction process by assessing customer satisfaction reports and implementing customer satisfaction improvement plans where appropriate
- Drive the implementation of the Source-to-Contract team’s Key Performance Indicators (KPIs) and monitor performance against agreed Service Level Agreement
- Establish and maintain strong collaborative relationships with key stakeholders, including key suppliers and Procurement GBS customers
Service Management and Continuous Improvement
- Develop and maintain knowledge-base of categories and share category best practices to ensure transfer of knowledge over time
- Identify opportunities to challenge the business and better manage demand in order to optimize expenditure, such as standardizing requirements or consolidating demand
- Identify opportunities to drive cost savings & cost avoidance and improve supplier performance through category sourcing strategies
- Contribute to the development and refinement of Service Level Agreement and Service Reporting for the services provided
- Maintain good relationships with key internal and external stakeholders
- Ensure that service levels and targets for Source-to-Contract team are met and service is delivered to customers in accordance to defined Service Level Agreement
- Develop and implement operational continuous improvement, service efficiency initiatives to better serve GAR business needs
Audit & Compliance
- Oversee consistent implementation of Procurement policies, processes and business practices
- Oversee internal customer compliance process by tracking compliance against defined metrics and implementing compliance improvement plans where appropriate
- Support auditors and legal authorities with the required information
- Master’s degree in Supply Chain / Operations Management, Business Administration, Industrial Engineering, Finance or other related fields.
- Min 10 years of relevant work experience in Procurement.
- Expertise in sourcing & procurement, including source-to-contract experience, preferably in a shared service setting with leadership experience.
- A qualification in process management / improvement (e.g. Six Sigma) would be considered an asset.
- Proficiency in English and Bahasa is essential.
- Ability to evaluate data sources and conduct spend and demand analysis to derive fact-based insights.
- Ability to understand and challenge specifications and service levels with a category lifecycle view.
- Understanding of supply market and competitor dynamics to derive fact-based insights.
- Ability to analyze value chains and cost components and their drivers.
- Ability to identify value creation opportunities and build implementation business cases.
- Ability to assess and mitigate / manage category risks.
- Understand and apply sustainable procurement objectives and strategies into category work.
- Ability to apply insights gained from analysis to develop leading category strategies.
- Ability to deliver technical and process value lever projects
- Ability to deliver successful competitive tendering processes
- Ability to plan, prepare and conduct fact-based negotiations
- Ability to understand and apply leading contracting policies and processes in all category work
- Ability to maintain an accurate pipeline of value creation opportunities including benefits calculation
- Ability to understand data structures and to use reporting tools to prepare reports
- Ability to execute engagement strategies including segmentation, risk, performance, and development
- Ability to identify and leverage key category developments and to consider operational realities
- Ability to leverage procurement applications and master data management in procurement work
- Ability to effectively manage contracts and suppliers to meet the company’s requirements and bring about continuous improvement.
