This position will be responsible for managing the Consolidated Human Resources Division in the District of Arizona that supports the Clerk’s Office, U.S. Probation, U.S. Pretrial Services, and judicial staff. The combined court units encompass four locations with approximately 600 employees.

The Incumbent must possess strong leadership skills, manage a full range of human resources services and provide employee relations support. Under a shared services structure, this position is accountable to two Court Unit Executives and reports directly to the District Court Executive.

  • Manages six human resources division staff who have a wide variety of responsibilities. Establishes job responsibilities and performance expectations of these employees and provides support in meeting performance expectations. Provides day-to-day direction on producing a high-quality work product.
  • Reviews, researches, develops, and recommends personnel policies, which must adhere to the judiciary’s national guidance while contributing to an environment which fosters employee safety, security, innovation, inclusion, active engagement, and a shared commitment to serving the public.
  • Designs and executes successful and adaptable staffing strategies for a variety of positions – attorneys, law enforcement officers, clerical and administrative support staff, and professional staff.
  • Oversees a full range of recruitment functions – applicant screening, development of interview questions and testing, and creation of selection criteria.
  • Provides limited counsel to staff on grievances, adverse actions, equal employment opportunity, and employment dispute resolution issues, and serves as one of the employment dispute resolution coordinators within the District of Arizona. Oversees delivery of annual employment dispute resolution training.
  • Updates and develops new position descriptions. Compares local position descriptions to national guidelines and coordinates executive review and approval. Ensures accuracy and fairness of compensation.
  • Oversees the administration of the automated human resources management information system (HRMIS) within the District of Arizona.
  • Counsels employees about federal benefits, including health and life insurance, retirement, leave, ancillary benefits, and workers compensation.
  • Oversees personnel processing activities including new hires, pay changes, transfers, bonuses, separation – cradle to grave personnel administration. This includes ensuring compliance with appropriate guidelines, policies, management initiatives, employee equity standards, and approved internal controls.
  • Oversees the secure maintenance of human resources records, including all employee-related documents, payroll, and leave records.
  • Provides guidance to leadership in all areas of human resources – employee relations, leave, succession planning, inclusion, employee motivation and redirection, effective employee evaluation, staff development, compensation, recognition, and recruitment.
  • Makes recommendations on strategic workforce planning initiatives and employee recognition practices geared towards maintaining a robust staff capable of meeting the demands of the agencies’ missions.
  • Develops strategic budget planning recommendations to identify existing and potential staffing scenarios. Reconciles bi-weekly payroll. Consults with and provides staffing recommendations to executive management. Provides input on organizational structures and classification standards.
  • Oversees the coordination of mandatory employee background investigation process, including recertification and medical clearance.
  • Ensures internal and external audit compliance, including annual review of internal human resources audit procedures.

MINIMUM QUALIFICATIONS
Five years of specialized experience that includes progressively responsible experience in at least one but preferably two or more of the functional areas of human resources management and administration such as recruitment and staffing, classification and compensation, benefits, performance management, and employee relations.

Experience that includes progressively responsible administrative, technical, professional, supervisory, or managerial experience that provided an opportunity to gain:

  • Skill in developing the interpersonal work relationships needed to lead a team of human resources professionals.
  • The ability to exercise mature judgment, and knowledge of the basic concepts, principles, and theories of management and the ability to understand the managerial policies applicable to the Human Resources Department.

The incumbent must possess excellent written and oral communication skills; superior interpersonal skills with an ability to build, motivate, and lead a dynamic team; unquestioned integrity; ability to problem solve and exercise mature and decisive judgment; professional and positive attitude; and skill at applying existing or new principles in difficult or challenging situations.

PREFERRED QUALIFICATIONS
Five or more years of human resource experience in an organization supporting 500+ employees, to include professional administrative positions.

Human resources experience with the federal judiciary, federal government, or a federal law enforcement agency.
