ONxpress Transportation Partners (OTP) was chosen by Metrolinx and Infrastructure Ontario (IO) to enter the Development Phase of the On-Corridor Works project – the largest project in Metrolinx’s GO Expansion. Unprecedented in its scale and complexity, this multi-billion dollar capital program will transform the GO regional rail network with electrification, more frequent service, shorter journey times and a more modernized system for the Greater Toronto and Hamilton Area. ONxpress Operations Inc. (OOI) has been engaged by OTP to manage and oversee the efficient and effective operations and maintenance of the GO Trains and Union Pearson Express.
Accountability
- Establishing an overall IT sourcing and procurement strategy for OOI in close collaboration with Commercial / Procurement
- Orchestrating the company’s end to end IT sourcing operations
- Implementing frameworks, processes and guidelines to successfully appraise and improve all IT sourcing activities
- Establishing stable supplying partnerships to enable new business possibilities
- Ensuring, that all commitments are monitored and delivered in a timely manner
- Managing and coordination of key technology supply and outsource relationships
- Ensuring a close collaboration with the contracting authority to contribute to their project goals
- Work with IT Shared Services Manger to manage the entire IT budget process, from planning to reporting, ensuring transparency and fiscal responsibility.
- Coordinate with IT suppliers, Program Managers and other Technology teams to ensure timely procurements, contract renewals, and license management, all while upholding service excellence.
- Oversee IT risk strategies, ensuring continuous refinement and alignment with best practices.
- Produce and review regular technology reports for both team and managerial consumption, and gather feedback for continuous improvement
Responsibilities
- Manages OOI’s IT supply portfolio ensuring transparency of spending
- Coordination of multiple work streams, management of technology supplier and outsource partner relationships, supplier governance, facilitation of new initiatives, and input into sourcing decisions
- Management of activities related to SLAs and contracts
- Contractual and financial supplier oversight of IT suppliers and core IT partners
- Making sure all relevant documentation is compliant and managed to the contract
- Coaching, mentoring and influencing colleagues, and delivering sourcing and supplier management leadership across the digital enterprise
- Optimize sourcing procedures to attain maximum efficiency
- Cooperate with stakeholders to guarantee agreement on terms and processes
- Perform cost and scenario analysis, and benchmarking
- Estimate risks and apply risk minimizing techniques
- Implement a strong, collaborative culture and procedures to continuously improve
- Driving Business Outcomes in reducing time to market for new solutions
- Establishing equitable partnerships with business partners regarding accountabilities and risks
- Manage daily IT shared services operations, emphasizing consistent budgeting, risk evaluation, and quality service delivery.
- Build and maintain relationships with key partners, clients, and suppliers, ensuring collaboration and mutual benefit.
- Maintain open, clear, and effective communication across all tiers of the organization ensuring transparency, trust and accountability.
- Ensure accurate and thorough documentation.
- Develop dashboards to provide always on, on demand visibility
- Regularly hold Retrospectives, alignment and commitment workshops
- Operate effectively with a high degree of autonomy and self-drive.
Education & Qualifications
- Successful completion of a university degree or college diploma in supply chain management, logistics, business administration or Information Systems, or a related field
- MBA or further specialization in project management is preferred.
Certifications or Designations
- Recognizable supplier management qualification, such as National Outsourcing Association, IACCM or other
Experience
- 7+ years of experience working as a Sourcing Manager or Procurement Manager
- Understanding of market dynamics and sound business judgement
- Has a track record of successfully implementing IT sourcing frameworks and instruments, ideally in the context of mergers and acquisitions, outsourcing or public private partnerships (PPP’s)
- Proven experience in leading IT projects using Scrum and Agile frameworks like scrum, SAFe and Kanban etc.
- Experience in reporting & analytical role
- Industry recognition, participation and presence is a plus.

- Excellent understanding of technology sourcing – including trends in Bi Modal, DevOps, lean Budgets and Agile
- Experienced in agile, lean, and traditional project management methodologies.
- Proficient in using project management tools like MS Project Plan and Jira.
- In-depth knowledge of technology sourcing trends, including Bi Modal, DevOps, and Agile.
- Strong background in IT service operations, including budget planning, IT infrastructure, service delivery, and aligning business strategy with technology.
- Effective stakeholder management skills.
- Excellent at negotiating and maintaining networking relationships.
- Capable of problem-solving with a focus on analytical skills.
- Excellent communication skills, adept at building connections across different organizational levels.
