The primary purpose of the role is to assist the head of the business units of Finance & Corporate Services plus Clinical Directorates along with other cross-functional teams during each stage of a procurement activity, ensuring effective administration of all procurement processes, procedures, and governance frameworks. The Procurement Manager, corporate and shared services provide leadership and direction in the strategic sourcing of clinical and corporate goods and services, including supply market research and development, strategic planning and execution, and contract and risk management activities, to meet specific business needs and government procurement policy compliances.

Remuneration: $141,974 per annum – $169,151 per annum + super and benefits

Location: NSW Ambulance State Operations Centre, Sydney Olympic Park

  • Develop, lead and execute procurement activities (e.g. shared services and NSW Ambulance specific
    strategic projects) sourcing strategies for corporate and shared services based on research and analysis
    to optimize value for money outcomes and meet stakeholder needs and expectations.
  • Identify and manage commercial, contractual, operational, financial, reputational, ethical and supply chain risks to minimize negative impacts on category objectives while encouraging opportunity and innovation.
  • Lead negotiations on high impact, complex supply arrangements and contract issues to deliver better
    category outcomes.
  • Provide expert advice to key stakeholders on all aspects of procurement and the procurement category,
    to encourage innovative practices and support the delivery of business and policy directions.
  • Develop and implement contract management plans to meet business needs, enhance stakeholder
    engagement, and challenge and motivate providers to optimise service outcomes
  • Manage cross-functional working groups to achieve a high-level of performance, integration and
    consistency in procurement across the category.
  • Develop tender evaluation methodology with input from the procurement cross-functional team and
    manage the tender process, including the communication with tenderers, participating in contract
    negotiations as required to resolve commercial conditions, ensuring value for money outcomes and
    facilitating the timely award of contracts.
  • Prepare contracts with input from the procurement cross-functional teams and manage the award and
    execution of contracts, facilitating contract handover activities to the program/project team and the
    commercial team.

Key Challenges

  • Identifying and managing detailed knowledge of transport category markets, suppliers and stakeholders
    and maintaining control of all category strategies, projects and arrangements, given the breadth and
    complexity of the category.
  • Gaining agreement on category strategies and providing the best procurement outcomes for business
    units/agencies impacted by the category arrangement, given their varied and diverse needs.
  • Working in an environment of constantly competing priorities and managing these priorities to enable the completion of projects while delivering day to day tasks in the required timeframes.

    • Receive advice and report on progress towards business objectives and discuss future directions.
    • Identify program/project procurement requirements and create and coordinate procurement cross-functional teams.
    • Escalate issues, keep informed, advise and receive instructions.
    • Provide regular updates on key projects, issues and priorities.
    • Contribute to strategic planning, policy development and audit management activities
  • Work Team
    • Provide advice and respond to requests for information.
    • Participate in meetings to represent work group perspective and share information.
    • Participate in discussions and decisions regarding implementation of innovation and best practice
  • Internal Stakeholders
    • Provide expert advice on procurement related issues and strategies.

    • Manage expectations and resolve issues on contracts and procurement
  • NSW Government Agencies 
    • The role works closely with NSW Health, HealthShare, eHealth and other NSW Government strategic partners in the planning and delivery of strategic projects.
  • Suppliers/Service Providers
    • The role works closely with suppliers and providers to enable a clear understanding of program and performance requirements which contribute to mutually beneficial outcomes through effective discussion and correspondence
    • Develop, co-ordinate and deliver supplier development programs for key markets segments to shape markets to meet current and future needs.

Selection Criteria

  • Relevant tertiary degree qualifications in project, procurement and/or contract management. Broad experience in all phases of procurement in a related industry such as Emergency services organization specifically health or emergency retrieval service providers, particularly in a Government context.
  • Research, analyze, implement and review organizational procurement policy, procedures, systems and standards to effectively support business procurement needs and meet all legislative and regulatory compliance requirements as per health and government procurement policy framework.
  • Engage and support key stakeholders on policies, procedures, systems and standards to enable them to deliver effective, outcomes-focused contracts and procurement activities across the organization.
  • Partner with key business stakeholders to develop innovative procurement and contracts management strategies to meet specific business needs, manage risk and ensure agreed benefit is realized.
  • Compile and source market information and assist in analyzing markets and spent data on suppliers and develop performance management mechanisms to monitor, co-ordinate and improve procurement
    activity and performance.
  • Proactively identify, manage and provide advice on political, commercial, contractual, operational,
    financial, reputational, ethical and supply chain risks to meet organizational obligations and maximize
    value for money of the sourced goods and services.
  • Provide advice, information and guidance on procurement related matters to staff across the agency to
    provide governance and support good practice in procurement.
  • Guide, support, coach and mentor to develop professional procurement and contracts management capabilities and a business-partnering approach to stakeholders to ensure compliance with contract and service agreements. Support core NSW public sector values of integrity, trust, service and accountability.
  • You also agree to abide by the Health Records and Information Privacy Act 2002, the Privacy and Personal Information Protection Act 1998 and the NSW Ambulance Code of Conduct.

Position Conditions

  • The successful applicant will be appointed under the terms and conditions of their relevant Award and will be required to enter into the annual Performance Development Program.
  • There is no entitlement to Transferred Employees Benefit (TEB) or travel allowance associated with this opportunity.
  • No NSW Ambulance accommodation is provided.
  • Employee’s currently undertaking an Extended Care Paramedic or Intensive Care Paramedic consolidation periods are eligible to apply however will need to complete all training and return of service obligations before accepting any relief/acting opportunities.
  • Employee’s currently undertaking a Special Operations Team (SOT) consolidation period are not eligible to apply for positions other than SOT positions. This includes positions offered via merit selection, transfer lists or later transfer mechanism, expressions of interest or secondments.

General Information

  • Completion of NSW Health Mandatory Training courses is a mandatory requirement for all NSW Health and NSW Ambulance employees applying for this position.
  • Appointment to this position is subject to a satisfactory conduct and services check including referee/supervisor check, a review of National Police check and review of the Service Check Register. A review of excess annual and sick leave, PDP status, ability to undertake full duties of the position and clearances from Professional Conduct & Integrity Unit, Ambulance Education Centre and Infection Control.
