Applications are invited for this role as Deputy Director within the Directorate for Corporate Transformation and Workplace. This role is full time, but people on different working patterns are encouraged to apply and we would work together to consider options for fulfilling the business requirements for this post.

The Corporate Transformation and Workplace Directorate sits within DG Corporate, a family of core corporate services. The directorate was established in early 2021 and is focused on delivering and transforming corporate services for the Scottish Government and other customer organisations within the public sector. This directorate is also the home of the ‘Workplace’ Division, which has a substantial ‘right-sizing’ transformation agenda to work through.

This is a permanent, pensionable Senior Civil Service Deputy Director role, with a starting salary of £86,398.
Responsibilities:

The initial focus of this role will be as Programme Director for Shared Services Programme where your role will be to manage the programme through the initial delivery stage in line with the agreed business case.

  • Lead the shaping of the portfolio and delivery roadmap with input from the Chief Architect (Corporate) and Deputy Director for Strategy and Engagement.
  • Contribute to the design and implementation of a Target Architecture.
  • Build, maintain and lead a team of professionals, appropriate to the scale and nature of demand – the change portfolio is likely to require a headcount of c100 FTE, made up of permanent, interim and third party supplier resources.
  • Lead the creation of delivery standards (ways of working, governance standards, PMO standards) for all initiatives within our care, drawing on agreed internal standards.
  • Drive the creation of the programme specific and organisation wide conditions for successful delivery.
  • Oversee all projects within our delivery portfolio, ensuring all are set up for success.
  • Ensure that we prepare exemplary business cases that set out the rationale for investment.
  • Be a player / manager when necessary to lead complex transformation challenges with a hands on approach.
  • Help build great, transparent and helpful delivery MI.
  • Contribute to the collective leadership of the Directorate and the development of a high performing team, with a strong, inclusive, positive working culture that cuts through silos and organisational boundaries.
  • Fulfil all Divisional Certificate of Assurances requirements to ensure the Division and wider Directorate is managed in line with Scottish Government requirements and obligations.

Specialist Expertise

  • Extensive experience of leading and delivering large scale, complex programmes of work (typically ICT), ideally within the public sector and in line with SG PPM governance, assurance and reporting frameworks.
  • Experience of operating at senior levels and building engagement across a range of stakeholders.
  • Experience of operating at Portfolio level and coordinating resources and priorities across multiple demands and stakeholders.
  • Track record of building and leading large, diverse programme teams and setting service standards.

  • Effective skills in networking, co-ordination, and brokering relationships with stakeholders; navigating complex relationship dynamics and resolving tensions.

  • Ability to Lead, inspire and build teams in delivering results and operate with a high degree of autonomy in a fast-moving environment.
