We are seeking a Publications & Creative Services (PCS) Director (Communications Manager 3) to be a key member and leader of the Publications & Creative Services Office which is a Shared Service. This office reports to the ODHS Chief Operating Office, supporting Oregon Department of Human Services and the Oregon Health Authority.

Shared Services Publications and Creative Services (PCS) provides plain language, language access, graphic design, advertising, marketing, publishing, digital solutions, business service automation, asset management and distribution services to ODHS and OHA agencies. PCS interacts with over 218 programs between both agencies, provides statewide publication supports to all field offices for Self-Sufficiency, Child Welfare, Developmental Disabilities, Aging and People with Disabilities, Vocational Rehabilitation and Oregon Health Authority locations. Community interaction and engagement as a vital part of each program’s service delivery.

  • Administrate Shared Services PCS by providing technical services to ODHS and OHA including developing and implementing policies, business solutions, procedures and program priorities consistent with policy and strategic goals established by higher-level officials and determining the most effective utilization of resources in order to carry out goals and objectives for providing services to all agencies within ODHS and OHA, the community, Tribes and other agency partners.
  • Assist the organizations’ leadership in the assessment of agency software and hardware needs to meet the business operations of Publications and Creative Services as well as related enterprise IT needs.
  • Direct the preparation of biennial and interim budget requests for the program by determining priorities among requests from ODHS and OHA leadership and partner with the Shared Services Budget Committee (SSBC) to delineate the need for additional resources to organization leaders to obtain the resources necessary to implement required services.
  • Develop and continually improve data-informed practices through outcome matrices and customer service feedback and quality assurance measures to accurately evaluate compliance with organizational and state policies, rules, and statutes. The Director also ensures quality of services provided through review of reports, surveys and/or statistical data to assess training needs, equitable practices, resource allocation and process effectiveness within the unit.
  • Determine the need for collaboration with Human Resources to ensure adequate, diverse and competent workforce for the agency, program, division, or institution.
  • Responsible for ensuring Equity, Diversity, Inclusion, Belonging and Accessibility efforts are in alignment with Agency goals and guidance.
  • Visionary Leadership: An experienced leader who can ensure a vision becomes reality by stating clear goals, outlining a strategic plan for achieving those goals, as well as creating opportunities to share power with each member to take action on the plan at the organizational, team and individual levels. Foster a positive and supportive work environment placing value on collaboration, equitable practices and a trauma informed workforce.
  • Diversity, Equity, Inclusion, Belonging and Accessibility: Demonstrated commitment to equity, trauma informed and antiracism work. Knowledge of Diversity, Equity, Inclusion, Belonging, and Accessibility strategies and techniques and how to navigate complex multi-level organizations. The ability to collaboratively plan and transform/create spaces for users with the widest range of abilities and disabilities, as well as in the most diverse range of situations while making design choices that consider personal identities like disability, race, language, age, and gender and a focus on culturally responsive design for groups that have been historically and currently oppressed.
  • Program Knowledge: Possess an understanding of graphic, communication, and accessibility design, advertising, marketing, publishing, audio and video production, translation services, digital solutions, business service automation, asset management and distribution services, and working knowledge of American with Disabilities Act (ADA) standards. The ability to integrate the principles of trauma-informed care into product design that promote safety, well-being, and healing. This requires realizing how products affect identity, worth, and dignity, and how it promotes empowerment.
  • Innovation: The ability to ensure a process that allows ideas to be evaluated, adopted, and implemented when appropriate. Versed in performance systems and how data and measurement lead to continuous improvement and transformation. Have a passion for best practice and innovation in assisting the ODHS and OHA leadership in the assessment of agency software and hardware needs to support the work of Publications and Creative Services as well as related enterprise (Informational Technology) IT needs.
  • Business Acumen and Stewardship: The ability to responsibly manage resources and actively promote a culture in which those resources are effectively utilized.  The ability to manage human, financial, procurement, assets, and information resources effectively to meet the mission of both agencies and the state. Understanding of budget management with knowledge of or experience working in the public sector, as well as knowledge of stewardship and policy, as an essential function. Should be able to prioritize and focus the spending on the most important things, experience with federal funding.

  • Community Partnership/Community Engagement/Equity: The ability to consider and appreciate diverse perspectives, backgrounds, and values and integrate them throughout the organizations, creating opportunities to achieve organizational goals effectively. Have a proven track record of engaging and collaborating, in a culturally responsive way, with diverse groups of people, particularly historically and currently marginalized communities, and Tribal communities.

  • Customer Service: Able to identify, prioritize and engage internal and external customers with humility, partnership and transparency.   Can lead a team with a passion of customer service, develop clear ways to measure success in customer service, and motivate a team to deliver for customers.
  • Communication and Collaboration/Internal and External Teams: The ability to effectively articulate and share information with internal and external customers/partners. Ability to collaborate and recognize the needs of two agencies that have shared as well as unique strategic goals and work processes to support people and Tribes in Oregon. Possess experience in facilitation, negotiating and building consensus among diverse constituents, legislators and interested parties with competing needs.
