Collecting training wishes and translating them into a purchasing strategy and calendar that has support. That is your most important task as a senior demand manager for external training at the Shared Service Organization, Organization and Personnel (SSO O&P). SSO O&P supports the Tax Authorities, Customs and Benefits Department in the field of organizational design and development. In this position you will work from our office in Utrecht and from home to achieve our goal: meeting the customer’s training needs with as few contracts as possible.
The department – SSO Organization and Personnel
Shared Service Organization Organization and Personnel (SSO O&P) supports the organization in achieving the organizational objectives and provides first- and second-line expertise in the field of (uniform) organizational and personnel development. SSO O&P thus contributes to a contemporary and attractive employer, the right person in the right place at the right time and to supportive organizational design and development.
You do this at the Tax Authorities
Within SSO O&P you will work in the Development and Mobility (O&M) department within the External Training Team (TEO). This team arranges all training requests from the Tax Authorities, Benefits Department and Customs with external suppliers. In the role of demand manager, you identify training needs. You then convert these needs, in consultation with the team, into a concrete purchasing strategy and associated planning. Your goal is to make the best match between the training needs and the training offer. You stand by our organizational positions and your advice. These training courses are purchased from external suppliers. You therefore have a good idea of the existing contracts, their duration, utilization of the contract value and purpose. You also have insight into when expansion, improvement, replacement or renewal of contracts is necessary. You will receive input from O&M account managers and TEO advisors. You will also participate in various tender teams.
In this position you work with different parties every day. Needs assessors from the directorates, advisors from our own team, educationalists from O&M, suppliers, colleagues from Contract Management and from the Purchasing and Implementation Center of the Tax Authorities are examples of this. Together with the advisors in the team, you develop an internal category plan. Your goal? Meeting maximum training needs with a minimum number of contracts, so that customers get what they need when they need it. Even when multiple parties have opposing opinions, you remain focused on this goal. Finally, encouraging innovation within the teams is also part of your broad range of tasks. You do this based on the latest developments and trends within the training market.
When does this job suit you?
- You have at least HBO+ working and thinking level.
- You have at least 5 years of work experience in which you have put the knowledge below into practice.
- You have knowledge of contract management, purchasing processes at the central government and specifically of SAS services.
- You have knowledge of the O&P process and the frameworks and products of the domain in which purchasing takes place.
- You have knowledge of the latest developments and trends within the training market.
- You have experience in clearly formulating needs and questions.
- You are aware of relevant laws and regulations.
