The Senior Project Manager Transformation provides direction and leadership to this large multi-year transformational project affecting the structure of the City’s development review process, incorporating best practices, interrelated processes, operational practices and procedures to enhance the overall client experience. The Senior Project Manager Transformation collaborates with business transformation, technology and organizational change management staff, in order to manage the modernization and transformation of the development review process. The Senior Project Manager Transformation demonstrates an understanding of relevant municipal and provincial policies, guidelines, standards and procedures governing development review and effectively negotiates innovative solutions to complex challenges involving multiple stakeholders to achieve city-building objectives.
- Develops and implements detailed plans to deliver technology programs and projects
- Manages, motivates and trains staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
- Develops, recommends and administers the annual budget for the unit, and ensures that the unit’s expenditures are controlled and maintained within approved budget limitations.
- Plans, organizes and coordinates technology projects to support the implementation of the new service model transformation.
- Manages assigned technology projects, ensuring effective teamwork, collaboration and communication, high standards of work quality, organizational performance and continuous learning.
- Researches, defines, recommends and prioritizes new opportunities, continuous improvement, emerging technologies, tools, resources, methodologies and strategies to maintain and improve change management practices.
- Develops project statement, detailed work plans, project charter, governance structure, schedules, budget and staff resource plans.
- Manages and develops the project plan for the implementation of the Division’s transformation technology projects applying strong project management and change management principles.
- Manages scope of project to ensure it remains within approved budget and timeframes. Monitors progress to reduce risks and initiates timely corrective action when required.
- Develops and implements a Divisional Project Management Framework based on scope and size and complexity of projects.
- Develops all required collateral required as part of the Project Management Framework.
- Develops training material to support the Project Management Framework.
- Ensures a common methodology is applied to all related projects including control procedures, change management and quality assurance measures.
- Understands and applies change methodologies and principles, types and stages of change management and develops approach to suit complexity and other factors
- Monitors and coordinates activities to ensure sub-projects remain within the project scope, are delivered on schedule and within budget.
- Supervises operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.
- Oversees the review of business processes regarding transformation, coordinates between IT, Finance and other division-wide performance initiatives regarding process design and process improvement.
- Establishes program goals and objectives, develops project control procedures and quality assurance measures and mechanisms for the project.
- Establishes an effective and collaborative working relationship with the division’s senior management team and management staff, staff from other City divisions and stakeholders.
- Collaborates and integrates efforts with other city wide projects and initiatives.
- Develops a divisional risk plan and mitigation.
- Provides advice and direction in business transformation, business analysis, process design, and data management including agile, customer-centric, and collaborative design approaches.
- Manages staff teams in the design, planning, organizing and implementation of the project. Resolves conflicts and mediates disagreements between project members.
- Provides strategic advice, guidance, direction, leadership and solutions to senior management, project teams and individuals for diverse change projects at varying degrees of size and complexity across all shared service organizations/divisions/units to ensure successful implementation and benefit realization.
- Liaises with HR, union executives, and COTAPSAI on labour relations issues associated with implementation of project including issue resolution where appropriate.
- Oversees long-term staff accommodation plan to meet the business needs of the Division and alignment with other divisional reviews related to shared services.
- Manages the procurement of service providers and professional services through RFPs, RFQs, etc. and leads staff in the evaluation, selection and recommendation to senior management.
- Oversees vendors and contractors throughout the project delivery process.
- Engages and consults with internal and/or external stakeholder groups throughout the project lifecycle facilitating internal workgroup meetings to ensure opportunities for input.
- Participates in city wide events to bring awareness of the Division’s transformation.
- Liaises with other Public Sector shared services organizations across North America.
- Prepares and presents project progress reports regularly to director, clients and other stakeholders and staff.
- Briefs senior leaders at the City of Toronto.
- Assists in the preparation of necessary reports to Committee and Council.
- Develops and coordinates new Service Level Agreements, Project Charters and other Inter-Divisional Agreements with partner divisions such as HR, 311, IT and Corporate Finance.
- Post-secondary education in technology, planning, policy, project management or a field relevant to civic management of education and experience, with relevant project management experience.
- Extensive experience delivering complex planning and technology related assignments involving multiple stakeholders from inception through to implementation with minimal direction while balancing political, community and stakeholder interests.
- Considerable change management experience in a major public or private sector organization.
- Experience leading and facilitation of organization change projects in a public or large private organization, including improvements to process, governance and customer experience.
- Knowledge and understanding of development review and building permit processes at the City of Toronto is considered an asset.
- Knowledge of the Planning Act, provincial policies and legislation related to land use planning, the Official Plan and Development Review Processes as well as current regulations and evolving policy trends in the City of Toronto is considered an asset.
- Ability to adhere to the Toronto Public Service mission and values and act professionally and ethically.
- Project Management Professional (PMP) Certification considered an asset.
