North London Partners Shared Services (NLPSS) is an NHS corporate services partnership for north central London committed to excellent patient care through an outstanding employee experience.

NLPSS is seeking to appoint a highly innovative and effective Service Development Director to join the leadership team with responsibility for the continued development of shared corporate services serving the North Central London Integrated Care System (NCL) and its partners.

The post holder’s portfolio will span human resource and workforce services, digital transformation, analytics and insight and other shared services supporting both NCL and its partner’s people strategies, workforce programs and other strategic priorities:

  • Workforce Supply. Optimizing the volume of staff with the right skills and values to achieve our population health improvement outcomes across NCL, sustainably.
  • Workforce Development. Continuously improving staff, systems and processes to maximize the talent and assets we have across NCL.
  • Workforce Transformation. Utilizing technology to drive productivity and efficiency improvements, and further connect our workforce with advanced data and analytics.

The post-holder will redefine the delivery of services working closely with our people, leveraging technology and innovation to modernize, streamline and progress change at pace.

Education & Professional Qualifications and Experience

Essential criteria

  • Educated to Masters level or equivalent experience in Operational excellence, Quality Improvement.
  • Extensive specialist knowledge, expertise and experience, acquired through advanced professional training put into practical effect over a significant period of time.
  • Extensive experience of programme management, project management and performance management (including or with a good working knowledge of Lean Improvement methodology, Managing Successful Programmes, PRINCE2 and Benefits Realisation).
  • Senior management experience in a service or healthcare delivery organisation.
  • Experience of leading organisation wide programmes of change of improvement
  • Experience of interpretation of highly complex sets of business data (e.g. analysis of performance data towards improvement through service redesign).
  • Significant experience of documenting processes using process mapping, process improvement and change management within, programme management, project management and service delivery
  • A track record of success in planning and delivering major organisational change.
  • Experience as a senior manager working cross-functionally, cross-organisationally with people at an executive (director/chief executive) level in a strategic role.
  • Experience of operationally managing a service in a high- pressure environment.

Essential criteria

  • High level of interpersonal, oral, presentation and written communication skills with the ability to persuade and influence others at all levels in the service, demonstrating political and diplomatic skills and awareness of organizational culture, the sensitive, confidential or controversial nature of material and the tactful and appropriate use of it.
  • Developed ability to listen and take input from others, amending stance appropriately
  • Good presentational skills for conveying complex concepts
  • Strong strategic influencing and negotiating skills on complex and sensitive issues
  • Ability to develop and maintain relationships using effective and appropriate communications with staff and to establish networks both internal and external to the NHS to assist in the maintenance and development of the Recruitment Service

Analytical

Essential criteria

  • Ability to analyse, interpret and make judgements in relation to substantial amounts of complex data so as to make reasoned, logical deductions and plans.
  • Strong numeric skills, with proven ability to receive, analyse and interpret complex information such as material requiring strong numerical and verbal critical reasoning ability where the ability to think strategically, logically and clearly and to take rational decisions and decisive action under pressure is necessary, analysing problems, generating solutions and influencing others to secure agreement.
  • Ability to lead and manage the motivation, conduct, performance and activities of other people.
  • Results oriented, highly self- motivated and dynamic self- starter with a pro-active, flexible and adaptable approach
  • Ability to understand a broad range of complex information quickly and making decisions where opinions differ / no obvious solution

Planning

Essential criteria

  • Evidence of planning and delivering programmes, projects and services on time
  • Successful leadership of change management experience
  • Demonstrable experience of policy development, report writing and strategy design

Autonomy

Essential criteria

  • Ability to work without supervision, providing specialist advice to the organisation, working to tight and often changing timescales

Financial and Physical Resources

Essential criteria

  • Previously responsible for a budget, involved in budget setting and working knowledge of financial processes.
