- Serve as the Program Director of Shared Services which is managed within the Weapons Production Defense Programs Office. Shared Services is responsible for the program management of the Tier 2 services that are required for all programs and projects that operate within the TA-55 protected area. Shared Services also includes the program management of the packaging, certification, and shipment of transuranic (TRU) solid waste to WIPP. Shared Services in FY25 oversees approximately $329M of scope, which is executed by multiple ALDs at TA-55 PF-4 and TRU solid waste facilities.
- As the Program Director for Shared Services, you will work with senior management across LANL to establish requirements and develop a multiple year baseline plan. This Shared Services baseline is used to estimate the costs that each benefitting program or project must use in their own program or project specific baseline.
- As the Program Director you will supervise other program managers directly.
Minimum
- Leadership
- Demonstrated experience leading high-visibility, multi-disciplinary, technical programs including implementing a strategic vision that engages employees and program stakeholders.
- Experience engaging with all levels of staff including senior leadership, federal oversight, and program and line managers.
- Demonstrated capability and experience in technical leadership and program management, including success in program development, program advocacy, creative problem solving, resource planning and allocation, earned value reporting, technical program execution, and negotiation.
- Strong leadership characteristics including personal integrity and accountability, fiduciary responsibility, trustworthiness in relationships, commitment to quality and excellence in programs and operations.
- Management
- Significant experience managing programs, including development, planning, negotiation, advocacy, resource allocation, execution, and customer interactions.
- Demonstrated experience and ability in defining program work scope through developing, managing, and tracking project/program baselines to ensure completion on schedule and within budget.
- Demonstrated ability to identify variances to the project/program baseline and to develop, communicate, and implement recovery plans.
- Foster effective collaboration among internal teams, stakeholders, and external partners to drive program success.
- Experience with programs or work performed in high-hazard facilities.
- Communication
- Demonstrated ability to facilitate work across organizations to advance and integrate work in a multiprogram, multiorganization environment.
- Excellent interpersonal and communication skills, including the ability to explain technical concepts to a non-technical audience.
- Experience developing and delivering briefings, presentations, and documents for internal and external stakeholders.
- Education/Experience
- This position requires a Bachelor’s Degree from an accredited institution and 12 years related experience; or, an equivalent combination of education and experience directly related to the occupation.
Desired
- Knowledge of the Shared Services cost distribution, Tier 2 services at LANL, or shared capabilities that multiple programs rely on for success.
- Thorough understanding of accounting standards for cost allocation and collection.
- Thorough understanding of cost and schedule control tools and standards associated with life-cycle planning for weapons- and/or plutonium-production programs.
- Working understanding of LANL plutonium missions. -Line or program management experience for work performed in high-hazard nuclear facilities.
- Active Q clearance
Position commitment
- Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.
Directive 206.2: Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the required period of continuous service, they may only apply for Laboratory jobs with the documented approval of their Division Leader.
