The Senior Assistant Commissioner for Finance & Facilities works in the Office of the Commissioner of Higher Education ( OCHE ) under the direction of the Deputy Commissioner and Chief Financial Officer.
- Reads, interprets and develops fiscal statements and reports.
- Performs statistical and/or actuarial analyses, develops models for forecasting revenue, expenditures, and other fiscal and capital data.
- Engages with Utah System of Higher Education institutions to gather data and develop reporting on financial and capital matters.
- Reads, interprets, applies and develops statutory language and Utah Board of Higher Education policies.
- Evaluates proposed legislation, and quantifies and reports potential fiscal impacts of legislation.
- Develops and delivers presentations and recommendations to Utah System of Higher Education institutions, the Office of the Commissioner of Higher Education leadership and Utah Board of Higher Education members.
- Analyzes annual institutional tuition and fee increase proposals and makes corresponding recommendations to OCHE leadership and the Board.
- Analyzes and monitors institutional debt issuance proposals and makes corresponding recommendations to OCHE leadership and the Board.
- Creates annual System and OCHE operating and capital budget proposals and implements annual budget plans.
- Supervises finance and facilities functions such as procurement, accounts payable/receivable and lease agreements.
- Collects, cleans and analyzes institutional space utilization data and institutional capital plans, develops capital policies, and makes corresponding recommendations to OCHE leadership and the Board.
- Develops and implements shared services proposals with USHE institutions, including serving as a liaison between institutions and third-party contractors.
- Convenes institutional members and other stakeholders.
- Ensures compliance with applicable federal and/or state laws, regulations, and/or agency rules, standards, and guidelines, etc.
- Supervises team members as assigned.
- Other duties as assigned.
Education and Experience:
- Master’s degree or equivalent work experience in a related field required (one year of education can be substituted for one year of related work experience).
- 12 years professional experience in a related field or equivalent (one year of education can be substituted for one year of professional experience).

- Strong knowledge of Utah’s political landscape, legislative and executive branch processes, and state government and higher education system.
- Expertise in financial reporting, budget development, and adherence with familiarity in debt financing and debt issuance procedures.
- Competent in reading and understanding information and ideas presented in writing, including statutes and policies.
- Skilled in communicating information and ideas clearly in writing and speaking so others will understand.
- Proficient in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
- Experienced in working with data, developing statistical models, and making statistical inferences.
- Effective at networking and building trusting relationships with all internal staff members, institutional representatives, and external stakeholders.
- Efficient at meeting deadlines and completing assigned tasks in high-stress environments.
- Adept at protecting confidential information.
- Consistent in setting and achieving individual goals.
- Willingness to be on-call for emergencies or major projects.
