Seeking a Senior Project Manager in the Facilities Construction Division of the General Services Department. This position will be responsible for providing project management skills and principles in conjunction with the planning, design and construction of city-owned buildings and major renovation projects. This senior-level position performs in a capacity similar to a Project Manager but requires a higher level of project management skills and will typically be assigned projects that are larger in scope; have a higher degree of technical complexity; and/or have a high degree of visibility where public relations and public perception are considered to be of critical importance. The position has the potential to supervise project managers within the division while also managing a reduced number of projects.

Schedule: 8 hour shift – Monday to Friday

Ability to Relocate: Charlotte, NC 28202: Relocate before starting work (Required)

  • Manages architectural and engineering contracts and construction projects with responsibility for controlling project schedules, budgets, and design requirements on all assigned projects.
  • Ensures projects align with city’s Strategic Energy Action Plan and Sustainable Facilities Policy, where applicable.
  • Serves as lead manager on all assigned projects.
  • Manages the administrative aspects of assigned projects.
  • Negotiates and monitors budget and expenditures.
  • Updates project schedules and monitors progress of project in meeting established schedule.
  • Manages and provides direction and assistance to consultants.
  • Documents decisions made in the course of the project and prepares and updates action item list of issues to be addressed.
  • Schedules and attends meetings and documents actions and decisions made at the meetings.
  • Reviews and processes pay applications, contract amendments, change orders, claims, etc.
  • Updates Primavera schedules and Integrated Project Delivery System documents.
  • Ensures assigned staff updates Primavera schedules, budgets, project management checklists and Integrated Project Delivery System documents.
  • Provides mentoring to junior-level staff within the Division.
  • Informs Division Manager of project progress, issues, etc.
  • Proactively seeks opportunities to improve Division processes and procedures.
  • Performs other duties as assigned.

Knowledge, Skills & Abilities:

  • Progressively responsible leadership and organizational experience in project management or program administration with a demonstrated ability to effectively direct and guide teamwork effort.
  • Effective verbal and written communication skills.
  • Excellent organizational and time management skills.
  • Ability to lead a project team, supervise and/or manage planning/design staff, and/or serve as a prominent member of a project team.
  • Ability to work cooperatively and collaboratively with other city staff, consultants, contractors and the public.
  • Effective computer skills including proficiency in Microsoft Office Products (Word, Excel) and Primavera.
  • Ability to cultivate innovation, creating new and better strategies for project delivery.
  • Experience with Construction Manager at Risk and/or Design-Build delivery methods.
  • Ability to plan, prioritize and organize work and complete assignments with minimal supervision.
  • Key competencies for success include: team oriented, collaborative, creative, flexible, proactive, strong communicator, responsive, approachable and comfortable managing conflict, innovative, aligned with organization, and ability to perform effectively in a fast-paced/high-pressure environment.

Minimum:

  • Bachelor’s Degree in engineering, architecture or a related field.
  • A minimum of (5) five years engineering or architecture project management experience demonstrating progressive responsibility in building design and construction.

Preferred:

  • Registration as a Professional Engineer (PE) or American Institute of Architects (AIA).
  • Seven (7) years progressive experience in municipal engineering fields with at least five (5) years of practical experience in sustainable building design and construction.
  • Progressively responsible leadership and organizational experience in program administration with a demonstrated ability to effectively direct and guide teamwork effort.
  • LEED or Green Globes accreditation preferred.
