The Air Force Civilian Service (AFCS) is looking for a Permanent, Full-Time, Supervisory Financial Management Specialist, GS-0501-15 to work at Air Force Materiel Command (AFMC), Air Force Installation and Mission Support Center (AFIMSC), in the Air Force Services Center (AFSVC), Installation Support Directorate (VI), Shared Services Center Division (VIS), JBSA-Lackland, TX. The primary purpose of this position is to exercise supervisory and managerial authorities over the Air Force Non-Appropriated Fund Shared Services Center Division. Responsible for the accurate and compliant financial statement production, payroll services and vendor payments to the 220 plus Air Force NAFI enterprise. Supporting an active workforce of 18K NAF employees worldwide and $1.2B in vendor payments annually. Serves as the Air Force representative on a variety of OSD and Air Staff working groups on Services related to NAF accounting and NAF financial systems. Position is instrumental in developing and defending requirements that have a direct impact on the Air Force’s ability to provide combat support and community service.

SUPERVISORY CONTROLS: The incumbent works under the direction of the AFSVC Installation Support Director who provides administrative and policy direction in terms of broadly defined missions or functions. The incumbent is responsible for the Center’s financial management programs and defines objectives, interprets policy from higher echelons, and determines effects on the financial management/budget program systems and effect to our customers. Responsibility is extremely complex due to the vast and varying sources of funds managed, funds availability, and the large number of laws, rules and regulations governing financial and business issues. Decisions about how to proceed in planning, organizing, and conducting studies are complicated by conflicting program goals and objectives. Work is accepted as technically authoritative and is reviewed from the standpoint of fulfillment of program objectives.

  • U.S. Citizenship.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Must obtain and maintain the appropriate security clearance.
  • May be required to work extended or other than normal hours to include evenings and weekends.
  • The incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
  • This position meets the executive exemption criteria for the Fair Labor Standards Act (5 CFR 551.205).

RECRUITMENT KNOWLEDGES, SKILLS, AND ABILITIES (KSA):

  • Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to financial management, budgeting, commercial and enterprise level accounting, payment, and payroll servicing.
  • Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide Directorate level staff guidance and/or knowledge of procedures of the other military departments and OSD Morale, Welfare, and Recreation, and Services policies and procedures.
  • Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
  • Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources.
  • Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
  • Comprehensive knowledge of HQ USAF and Air Force Secretariat organizations and functions. In depth knowledge of the responsibilities and authority granted to the CSAF, VCSAF, Deputy Chief of Staff organizations and their interrelationship with Air Force Secretariat, other Services, and OSD.
