Reporting to the Executive Vice President, Enterprise Commercial Management, you will be at the forefront of developing a robust and forward-thinking Vendor Management strategy and shared service function. Your expertise will guide us in achieving excellence in vendor performance and oversight.

  • Lead and establish the Vendor Management (VM) function for Metrolinx, including key cross-functional relationships that leverage the expertise of corporate procurement, legal services and commercial management.
  • Drive change management initiatives as it relates to VM activities, leads creation of resources to enable successful change management.
  • Lead the implementation of a framework to support the development and ongoing maintenance and delivery of strong vendor relations.
  • Provide vision to define the Vendor Management operational and tactical plan, including key strategies, action items and metrics that are aligned with the overall divisional business plans and objectives.
  • Establish parameters, guidelines and frame works, implements, and builds out capability and competency across the organization.
  • Build and stand up the VM function, establishing policies, procedures, best practices, and resources to enable the organization to implement successful VM strategies.

  • Develop resourcing models including policies, processes and methodologies to ensure a scalable and measured approach to VM.
  • Cultivate and sustain effective working relationships by communicating with partners, vendors, key stakeholders, and diverse interested groups to stay informed and anticipate relevant emerging trends and issues.
  • Monitor vendor performance and ensure compliance with Service Level Agreements (SLAs), and the management of costs associated with contracted service levels.
  • Ensure appropriate action plans are in place to identify and address financial and compliance risks.
  • Proactively assess, establish, and manage vendor risk profile, financial and budgetary programs, and safety objectives, ensuring contingency plans are in place.
  • Design, build, and establish a robust VM framework, processes and policies that are lean, scalable, agile to employer MX to have effective VM practices.
  • Lead oversight of Metrolinx VM processes and governance frameworks, builds and creates consistency in practice.
  • Demonstrated experience in progressively senior project leadership roles; experience leading large complex projects with experience and measured success in the application of vendor management or commercial management methodology in the context of multi-million-dollar projects,
  • Proven experience in leading and managing large-scale organizational change initiatives,
  • Completion of a degree in Business Administration or a related discipline – or a combination of education, training and experience deemed equivalent, Graduate level degree is an asset.
  • Experience with vendor management to oversee development and delivery of externally provided products and services and monitor contractor work assignments for adherence to timelines and the achievement of performance objectives outlined in contract terms and conditions.
  • Commitment to a superior customer experience, including service-focused leadership.
  • Strategic thinking, and strong decision-making and analytical abilities, as required to identify/resolve complex/high profile commercial and contract management issues.
  • Highly developed relationship management and negotiation skills, as well as keen political acuity, to develop, negotiate and manage complex commercial agreements; form effective and collaborative working relationships, internally and externally, including with colleagues at all levels; and remain responsive and flexible to the demands of conflicting priorities within a highly political and time-sensitive environment.
  • Experience managing contract and vendor risk at an enterprise level, including oversight of business continuity, performance, and dispute resolution.
  • Experience negotiating large commercial agreements is an asset.
  • Resilience to change and ambiguity and uncertainty.
